A Los Angeles Superior Court judge has ordered the election of Compton City Councilman Isaac Galvan to be overturned after determining that four of the votes cast for the embattled councilman were illegal. The judge has ruled that Andre Spicer should be installed as the representative for District 2.
The ruling comes nearly one year after LA prosecutors charged Galvan with conspiracy to commit election fraud and bribery with the intent to influence an election. The LA County District Attorney’s Office alleges he obtained fraudulent votes in his June 2021 runoff with Spicer, which was decided by a single vote.
Spicer said he is "elated" by the judge's ruling. It's not clear when he will take office.
This has been a difficult week for Galvan's office. A "council liaison" to Galvan was also arrested and booked on murder charges in Porter Ranch on Friday. The suspect, David M. Blake Jr., 27, is accused of fatally shooting a man during a fight on Carfax Avenue in Downey last Wednesday. Blake Jr. is also the son of well-known LA rapper DJ Quik.
