California Consulting, Inc. has released the following list of Fire and Emergency Services Funding Grants:

CalFire: Wildfire Prevention Grant 

Deadline: January 10th, 2023 by 3pm PST 

Amount: Max $5 Million

Funds for projects in and near fire threatened communities to improve public health and safety while  reducing greenhouse gas emissions. 

Firehouse Subs Public Safety Foundation  

Deadlines: Grant Portal Opens the following dates for each quarter:  

● Quarter 2 2024: Thursday, January 11, 2024 

● Quarter 3 2024: Thursday, April 4, 2024 

● Quarter 4 2024: Thursday, July 11, 2024 

● Quarter 1 2025: Thursday, October 10, 2024 

Amount: $15,000 to $25,000  

Eligibility: Public safety organizations, such as fire departments, law  

enforcement agencies, first responders, EMS organizations, nonprofit  

organizations and schools

The mission of the Firehouse Subs Public Safety Foundation is to impact  

the life-saving capabilities and the lives of local heroes and their  

communities. Support for public safety organizations in the communities  

served by Firehouse Subs restaurants across the country. Foundation's areas of interest include:  Life-Saving Equipment The focus is on providing first responders with equipment to improve their life saving capabilities.  

Disaster Relief The focus is on aiding and resources after natural and man-made disasters such as fire,  tornadoes, hurricanes, etc.  

Prevention Education The focus is on prevention educational tools to the public about the importance of  fire safety, public safety, and natural disaster preparedness in order to prevent disasters in the home and  community.  

Military and Local Heroes The focus is on organizations that benefit men and women of the military  who have served their country in any of the branches of the United States Uniformed Services.  Scholarships and Continued Education The focus is on providing financial resources to accredited  organizations to assist individuals pursuing a career in the public safety sector.  

2023/24 State Fire Capacity (SFC) Grant 

Applications Open: February 1, 2024  

Deadline: March 15, 2024 11:59 PM PST 

Background: Funding is provided through a master grant awarded to CFSC by the U.S. Forest  Service and is administered through CFSC’s Grants Clearinghouse program. Up to $1,575,000 will be 

awarded. CFSC will issue sub-awards to successful applicants that support fire risk reduction  activities by landowners and residents in at-risk communities to restore and maintain resilient  landscapes and create fire-adapted communities. Overview of the grant program, application process,  and workshop details will be posted on the CFSC website soon. 

AFG-Assistance to Firefighters grant  

Deadline: Open Jan. 29 through March 8, 2024 

Amount: Varies

U.S. Department of Health and Human Services: Rural Emergency Medical Services Training Deadlines: FY 2024: Applications are due by May 1, 2024 FY 2025: Applications are due by May 1,  2025

Eligibility: Rural emergency medical service agencies operated by a local or tribal government (fire based 

and non-fire based) and rural non-profit emergency medical service agencies

The purpose of this program is to recruit and train EMS personnel in rural areas with a particular  focus on addressing substance use disorders (SUD) and co-occurring disorders (COD) substance use  and mental disorders. Recipients will be expected to train EMS personnel on SUD and COD, trauma informed, recovery-based care for people with such disorders in emergency situations and, as  appropriate, to maintain licenses and certifications relevant to serve in an EMS agency. 

Leary Firefighters Foundation: Jeremiah Lucey Grant Program 

Deadline: August 15, annually (LOI) 

Amount: $2,500 to $25,000 

Eligibility: Paid and volunteer fire departments

The Leary Firefighters Foundation is dedicated to enhancing fire departments across the United  States. Through the Jeremiah Lucey Grant Program, the Foundation provides funding to paid and  volunteer fire departments throughout the country in the following areas: training to enhance the  professional development of departments; equipment, so that fire departments are outfitted with the  best possible equipment to help keep firefighters and the communities they serve safe; and  technology, to ensure that fire departments update along with technological advances. 

HeroFund USA: Safety Equipment

• Police – Body armor, ballistic helmets & shields, outer-carrier vests, K9 vests & related safety gear,  drones, safety partitions, communication equipment, throw ropes & related water rescue gear, stop sticks,  and more. 

• Fire – bunker/turnout gear, helmets & headlights, body armor, thermal imaging cameras, drones,  communication equipment, gas detection meters, water rescue gear, throw ropes, particulate blocking  hoods, and more.

Brothers Helping Brothers

Amount: Varies. Award examples vary between $500 and $13,000 

Eligibility: Fire departments and EMS organizations serving a population of less than 10,000 and less  than 30 employees with majority as volunteer or paid call

Brothers Helping Brothers helps small and rural fire departments throughout the U.S. with equipment  needs by donating vital life-saving tools. Equipment grants as well as used equipment donations are  provided. 

Marathon Petroleum Foundation

Eligibility: Nonprofits, federal, state or local government entity in communities where company has  significant presence

UPCOMING OPPORTUNITIES 

County Coordinator Grant Opportunity 

Deadline: est 2024

The County Coordinator Grant Program is part of a larger effort by the California Fire Safe Council  and our partners to develop local and regional capacity and coordination to encourage collaboration  between all fire mitigation and emergency preparedness groups, as well as government agencies and  

stakeholders. Each County Coordinator will serve as a conduit of information and resources and  provide active coordination and outreach efforts within their county.  

Rural Fire Capacity (RFC) Grant: 

Deadline: TBD, coming out in March 2024 

Amount: $500 to $20,000 

Match: 50% 

Federally-funded grant program that allows California to provide local and rural fire departments with 

minor firefighting, training, communications and safety equipment for their volunteer firefighters. The  RFC Program is not intended for major equipment (fire engines, vehicles, etc) or Capital repairs. The  RFC Program has a 50/50 match requirement which means that the applying department must be able to  meet the intended grant award, dollar for dollar. Awards for departments are set at a minimum of $500  with a maximum of $20,000. Fire Prevention and Safety

The Fire Prevention and Safety (FP&S) Grants are part of the Assistance to Firefighters Grants  (AFG) and support projects that enhance the safety of the public and firefighters from fire and related  hazards. The primary goal is to reduce injury and prevent death among high-risk populations. In  2005, Congress reauthorized funding for FP&S and expanded the eligible uses of funds to include  Firefighter Safety Research and Development. 

Staffing For Adequate Fire and Emergency Response (SAFER) 

Deadline: Spring 2024 (est.) 

Amount: $1.2M

The Staffing for Adequate Fire and Emergency Response Grants (SAFER) was created to provide  funding directly to fire departments and volunteer firefighter interest organizations to help them  increase or maintain the number of trained, "front line" firefighters available in their communities. The goal of SAFER is to enhance the local fire departments' abilities to comply with staffing,  response and operational standards established by the NFPA (NFPA 1710 and/or NFPA 1720). For  details, review the National Fire Protection Association's codes and standards. 

CA Fire Foundation 

Deadline: June 2024 (est.) 

Amount: $25,000

In this upcoming cycle, funding priority will be given to  those applicants whose climate-driven wildfire and other disaster prevention or preparedness projects  serve under-resourced communities at heightened wildfire risk or traditionally vulnerable  populations. 

Up to $25K available for each eligible project. In response to feedback and the needs of communities,  the Foundation is excited to be able to offer larger awards in this cycle. Thanks to the generosity of  our major funding partners, we anticipate funding impactful projects with extended reach -- projects  that actively protect and enhance the public’s safety and the safety of California’s fire service first  responders via: 

● Vegetation Mitigation & Fuels Reduction Efforts 

● Education, Planning and/or Community Outreach Campaigns 

● Personal Protective Equipment or Specialized Equipment Purchases

Community Wildfire Prevention and Mitigation 

Deadline: 2024 (est.) 

Amount: up to $500,000 

https://resources.ca.gov/Initiatives/Community-Wildfire-Prevention-and-… As part of the State of California’s effort to strengthen community-wide resilience against wildfires, the  California Governor’s Office of Emergency Services (Cal OES) has partnered with the California  Department of Forestry and Fire Protection (CAL FIRE) to develop a state home hardening initiative to  retrofit, harden, and create defensible space for homes at high risk to wildfires, focusing on high  socially-vulnerability communities and providing financial assistance for low- and moderate-income  households. Governor Gavin Newsom signed Assembly Bill 38 in 2019 authorizing Cal OES and CAL  FIRE to enter into a joint powers agreement to oversee the development and implementation of the  Program. 

Known as the Home Hardening Program, this effort encourages cost-effective wildfire resilience  measures to create fire-resistant homes, businesses, public buildings, and public spaces. Mitigation  measures such as home hardening, vegetation management, defensible space, and other fuel  modification activities provide neighborhood or community-wide benefits against wildfire. 

Regional Catastrophic Preparedness Grant Program

The Regional Catastrophic Preparedness Grant Program (RCPGP) plays an important role in the  implementation of the National Preparedness System. RCPGP supports the building of core capabilities  essential to achieving the National Preparedness Goal of a secure and resilient nation by providing  resources to close known capability gaps in Housing and Logistics and Supply Chain Management,  encouraging innovative regional solutions to issues related to catastrophic incidents, and building on  existing regional efforts. 

USDA Community Wildfire Defense 

Deadline: October 2024 (est.) 

Amount:The maximum amount of Federal funding awarded to any one community or Tribe via this  competitive process is: 

● $250,000 for the creation or updating of a Community Wildfire Protection Plan. ● $10 million for a project described within a Community Wildfire Protection Plan less than 10  years old. 

● For planning purposes, the total Federal funding available through the CWDG competitive  process could be up to $250 million for this second round.

This program, which was authorized by the Bipartisan Infrastructure Law, prioritizes at-risk  communities in an area identified as having high or very high wildfire hazard potential, are low-income,  or have been impacted by a severe disaster that affects the risk of wildfire. More details on these three  priorities can be found in the Notices of Funding Opportunity (NOFOs) below.  The program provides funding to communities for two primary purposes: 

● Develop and revise Community Wildfire Protection Plans (CWPP). 

● Implement projects described in a Community Wildfire Protection Plan that is less than ten years  old. 

The Community Wildfire Defense Grant Program also helps communities in the wildland urban  interface (WUI) implement the three goals of the National Cohesive Wildland Fire Management  Strategy. 

Restore and Maintain Landscapes: Landscapes across all jurisdictions are resilient to fire-related  disturbances, in accordance with management objectives.

Create Fire Adapted Communities: Human populations and infrastructure can better withstand a  wildfire without loss of life and property.  

Improve Wildfire Response: All jurisdictions participate in making and implementing safe, effective,  efficient risk-based wildfire management decisions.

FM Global Fire Prevention Grant Program

Through its Fire Prevention Grant Program, FM Global supports organizations in the United States  working to combat fire. Fire departments and brigades, as well as national, state, regional, local, and  community organizations can apply for funding to support a wide array of fire prevention,  preparedness, and control efforts, including pre-incident planning, fire prevention education and  training, and arson prevention or fire investigation.
