East Bay Regional Park District (EBRPD) General Manager Sabrina Landreth resigned from her position on November 6, alleging that the district’s elected board members pressured her to violate open meeting and personnel laws. Landreth declined to elaborate on the allegations, citing potential legal action against the district. Her resignation follows a series of conflicts with staff and board members over the past year.
About ten months ago, Landreth ended the district’s hybrid work policy, drawing criticism from union members who urged her to reinstate it. Tensions with the seven-member board soon followed. Most recently, Landreth faced pushback over the appointment of San Leandro City Clerk Kelly B. Clancy as the district’s new board clerk and the creation of a new board services program supervisor position. Several directors complained they had not been given adequate time to vet Clancy for the role. Landreth maintained the process had been transparent and that board members were offered opportunities to meet with the candidate.
Board members also expressed frustration with a reorganization plan presented on November 4, saying they had little time to review it — even though, according to The San Francisco Chronicle, staff had been developing it for nearly two years. Following that meeting, Landreth underwent a closed-session performance evaluation. Two days later, she submitted her resignation. At a special board meeting on November 8, the board appointed Deputy General Manager Max Korten as acting general manager.
In a statement, EBRPD board members thanked Landreth for her service and contributions. Landreth had served as general manager since 2021 and was the first woman to hold the position. Her prior experience includes serving as city administrator for Oakland and city manager for Emeryville.
EBRPD is a special regional district that manages more than 126,000 acres of parks and open space across Alameda and Contra Costa counties, making it the largest regional park system in California.
