The City of Barstow has tapped Rochelle Clayton as its next chief executive, effective March 10. Clayton is a veteran of local government with more than 30 years of experience.
The former Barstow resident most recently served as Interim City Manager in San Bernardino. She was previously Assistant City Manager for Menifee. Clayton’s contract calls for an annual salary of $274,000 with a 5% deferment.
“With a strong track record, she is well-equipped to lead Barstow toward sustainable growth and enhanced public services,” said Mayor Tim Silva. “We are thrilled to have Silva take on this important role and help guide our city in the right direction. She has proven to be an effective leader throughout her career.”
Barstow’s last permanent manager, Willie Hopkins Jr., left in 2023 to serve as City Manager of Compton. Police Chief Edward Espinoza Jr. was then tapped for the interim role. The search for a new permanent manager had been ongoing since December and drew a dozen applicants.
