The City of Fresno has hired a new executive to oversee its most critical IT needs. Acting Chief Information Officer Bryon Horn has been promoted to the CIO position, Mayor Ashley Swearengin and City Manager Bruce Rudd announced Wednesday.
Rudd described Bryon as “a homegrown talent with considerable experience in managing complex projects and high-profile tech operations.”
“He’s been an asset to our administration throughout his tenure with the City and his knowledge, attitude and dedication to detail make him an outstanding addition to our leadership team,” the city manager added.
Horn is a tech whiz with over 25 years of experience in Information Systems & Technologies. He holds a Bachelor of Science in Business Administration/Computer Applications and Systems Analysis from California State University, Fresno and a Master of Science Information Technology from Aspen University, Denver. He is also a Certified Information Systems Security Professional (CISSP), Project Management Professional (PMP), and the current president of the Municipal Information Systems Association of California.
Horn has served the City of Fresno for 13 years, eventually moving from CSD Manager to Assistant CIO. He took over as Acting CIO earlier this year following the departure of Carolyn Hogg. In his new role, he will head the city’s Information Services Department, which oversees use and implementation of IT systems and networks throughout Fresno.
