Mark Scott has been with Burbank since summer 2013.
Things came to a rapid boil at a mid-November City Council meeting that dragged on for over six long hours. The main issue provoking the retirement was revealed to be the creation of a new job title and salary range in the Public Works department.
The matter had been before the council three times prior and had actually passed a vote earlier that night before Councilman David Gordon asked for it to be reconsidered as he had mistakenly supported it, citing the late hour for the mix up.
Immediately after Gordon’s ask, Scott got up and quietly told Mayor Bob Frutos that he’d tender his resignation if the vote didn’t pass. It ended up being a little more than resignation apparently.
After the vote failed by a 3-2 vote, Frutos revealed Scott’s threat. Scott then pressed the council for an explanation on the vote, to little avail.
Burbank is the fifth city that Scott has managed over 38 years, he served Fresno immediately prior to Burbank.
Scott’s last day will be February 5, 2016.
