California Consulting is pleased to announce the City of Baldwin Park has been awarded $2,109,000 through the National Park Service’s Outdoor Recreation Legacy Program (ORLP) to create a new community park. This project was one of only 54 selected nationwide for funding, marking a significant step forward in Baldwin Park’s efforts to expand and enhance recreational opportunities for residents of all ages.
The funding, secured through a collaborative effort between the City and California Consulting’s Senior Project Manager, David Marquez, will transform a 0.8-acre vacant lot adjacent to the Kaiser Permanente Medical Center. Roadside Park will feature a variety of amenities, including a nature-themed playground, fitness equipment, picnic areas, BBQ facilities, and 17 large shade trees. There will also be artwork that honors Baldwin Park’s unique culture and history. With its thoughtful design, Roadside Park will serve as a much needed green space for families to gather, exercise, and enjoy the outdoors.
“Roadside Park represents an exciting opportunity to transform an unused space into a vibrant community hub,” said Baldwin Park Mayor Emmanuel J. Estrada. “This park will not only provide much-needed green space for families and residents to gather and be active, but also help us achieve our environmental goals through innovative techniques to improve flood control and recycle groundwater.”
In addition to enhancing recreational facilities, the new park will contribute to Baldwin Park’s environmental initiatives. It will feature stormwater management infrastructure like bioswales, permeable pavements, and bioretention systems, which will help reduce runoff and replenish local groundwater supplies. The park is conveniently located adjacent to the Baldwin Park Greenway, a protected 5-mile bike and pedestrian path that is currently under construction.

This ORLP grant not only reflects Baldwin Park’s dedication to expanding recreational amenities but also signifies the City’s first-ever federal grant for a new park.
