Clovis City Manager Robert Woolley will step down before year’s end, it was announced last week. Woolley, 63, has decided to retire after six years as city manager and a total of three decades with the city. His formal departure date is Dec. 30.
Woolley worked for Fresno County for 10 years before joining the City of Clovis. Since coming to Clovis, he has held the position of deputy finance director, finance director and city manager.
“I feel most proud of the fact that 96 percent of Clovis residents would recommend Clovis to their families and friends,” Woolley said. “These are accomplishments we can all be proud of.”
The city’s public utilities director, Luke Serpa, has been selected to fulfill city manager duties on an interim basis. He’s held his current position since 2013 and previously worked at the Central Valley Regional Water Quality Control Board, as well as Cal Fire. He holds a bachelor’s of science in civil engineering from Fresno State and is a registered civil engineer with more than three decades of engineering and management experience.
