Former Beaumont City Manager Elizabeth Gibbs has been selected for the same role in Banning. The Banning City Council voted unanimously to approve an employment agreement with Gibbs.
“Elizabeth’s career reflects a steadfast commitment to ethical leadership, financial accountability, and service to the public,” said Banning Mayor Richard Royce. “Equally important, she understands the Pass area because she lives here and is invested in this community. Her track record of strengthening municipal operations and guiding organizations through complex challenges — combined with her regional knowledge — positions Banning well for the future. The Council looks forward to working alongside her to ensure transparency, stability, and renewed public confidence in City government.”
In a news release, Banning officials highlighted several of Gibbs’ accomplishments, including a history of balanced budgets and infrastructure improvements.
Gibbs will succeed interim City Manager Art Vela. Banning’s last permanent city manager, Doug Schulze, was placed on indefinite leave and later separated from employment last year.
