Former La Habra Heights City Councilmember and past California Contract Cities Association President Judy Francis has passed away. She was two months shy of her 81st birthday.
A celebration of life will be held Saturday, June 15 at La Habra United Methodist Church on N. Euclid St. in La Habra, California.
In lieu of flowers, the family has asked for donations to the Puente Hills Native Habitat Authority or Hills for Everyone.
