A federal judge has approved former Los Angeles City Controller Ron Galperin and digital forensics expert Daniel Garrie as court-appointed monitors in the case of LA Alliance for Human Rights v. City of Los Angeles. The duo will be tasked with ensuring that L.A. meets its obligations under a 2022 legal settlement to create more shelter and housing beds for the unhoused.
According to LAist, Galperin and Garrie will review city data, verify reported numbers, address any data discrepancies, and provide public reports on the city’s progress.
In June, Judge David O. Carter ruled that L.A. officials had failed to comply with the terms of the settlement, which include building nearly 13,000 new shelter and housing beds. Carter considered seizing hundreds of millions of dollars in public funds and appointing a court-appointed receiver. The judge opted for an independent monitor instead.
Galperin served as City Controller from 2013 to 2022. His extensive knowledge of city contracts, data systems, and housing programs make him a natural candidate for the position.
Garrie is the founder of Law & Forensics, LLC, a legal engineering firm that specializes in cybersecurity, digital forensics, and e-discovery.
The City Council must still sign off on the appointments. The first quarterly compliance review hearing is scheduled for Nov. 12.
