The Gilroy City Council has chosen a longtime local resident and administrator as its next city administrator. A formal vote to hire Saratoga City Manager Matt Morley was scheduled for January 5, 2026. He is expected to take over the position on February 9 with an annual base salary of $339,000.
Morley has managed Saratoga since June 2024. He previously served as Cupertino’s assistant city manager and public works director, and has more than 29 years of experience in public service.
A staff report prepared by Mayor Greg Bozzo described Morley as “a high-energy, results-oriented leader with strong depth in local government operations.”
“Matt is someone who will pursue innovative ideas and take calculated, well-thought-out risks when appropriate,” Bozzo said.
Gilroy’s last city administrator, Jimmy Forbis, retired in July 2025. Brad Kilger is currently serving as interim city administrator.
