Santa Paula’s deputy city manager is leaving for neighboring Moorpark.
Jonathan Royas has been named Moorpark’s next assistant city manager. He’ll take over on Monday, October 6.
“Jonathan has served Santa Paula with dedication and skill,” said Santa Paula City Manager Dan Singer. “His leadership on Measure R, American Rescue Plan Act (ARPA) funds, trail connectivity grants, and community engagement work has made a lasting impact. We thank him for his service and wish him well in Moorpark. The City will maintain continuity of operations as we begin the process to fill this role.”
A news release credited Royas with securing more than $6 million in federal, state and regional grant awards, leading renewal and expansion of the downtown Property Business Improvement District, and launching community programs such as the Future Leaders Academy and the City’s bilingual newsletter.
Moorpark City Manager PJ Gagajena said Royas “brings a deep passion for public service and the city management profession” and “embodies our culture of customer service and engagement, has a business friendly and economic development mindset, and has strong leadership and communication skills.”
Royas earned a B.A. in Government from Claremont McKenna College and a Juris Doctor from the Southern California Institute of Law. This year, he received the League of California Cities Helen Putnam Award for Public Trust and Community Involvement.
Royas said he was honored to accept his new role in Moorpark.
“Moorpark’s commitment to thoughtful innovation, partnership, and family-centered service aligns with my approach,” he said, “and I look forward to helping build on the great work already underway.”
