Jurupa Valley Shelves Disincorporation Plans

The fate of young Jurupa Valley is starting to look a little brighter these days.

At its meeting Thursday, the Jurupa Valley City Council is expected to repeal a 2014 resolution outlining its intention to dissolve the cash-strapped city. The move follows Riverside County’s delay of millions of dollars in payments owed by the city.

“We’re not going anywhere,” Mayor Brad Hancock boasted this week.

Council members approved the resolution in 2014, just three years after the city’s incorporation. The resolution was prompted by the loss of millions of dollars in revenue after the state shifted vehicle license fee revenues away from cities.

In September, however, Gov. Jerry Brown signed Senate Bill 107 which relieved $24 million that Riverside owed to the state. In exchange, the legislation stipulated that the county would forgive the debt owed by the cities of Jurupa Valley, Eastvale, Wildomar and Menifee.

While it may be showing new signs of life, Jurupa Valley continues to struggle financially. Its sights will now be set on $1.9 million in revenue neutrality payments that it still owes Riverside County.
