Downey City Manager Gilbert Livas is retiring this July after 10 years as city manager and 15 years working for the Southern California City. Last week, the City named his interim replacement: longtime administrator Mark Scott.
Scott, who will take over July 1, has managed at least eight cities. Most recently, he served as city manager of Lincoln. Before that, Beverly Hills; Spartanburg, South Carolina; Fresno; Burbank; San Bernardino; and Indio.
Scott will earn a base salary of $23,954 per month as interim city manager. Downey has also retained an employment agency to search for a permanent replacement.
Livas gave his resignation in February after months of speculation about an effort to oust him from the city manager’s office. That speculation led to an outcry from community members who support Rivas and did not want to see him go.
Rivas will receive two payments totaling $452,000 as part of a separation agreement with the city.
