Governor Gavin Newsom has announced $3.3 billion in grant funding for local governments and nonprofits through the Proposition 1 Bond Behavioral Health Continuum Infrastructure Program (BHCIP). The grants will create over 5,000 residential treatment beds and more than 21,800 spots for outpatient behavioral health treatment, according to the Governor’s Office.

“Californians demanded swift action to address our state’s behavioral health crisis when they voted for Prop 1 in March 2024,” Newsom said in a statement. “Today, we’re delivering our biggest win yet. These launch-ready projects will build and expand residential beds and treatment slots for those who need help. Whether it’s crisis stabilization, inpatient services, or long-term treatment, we’re ensuring that individuals can access the right care at the right time.”
The second round of Bond BHCIP funding will provide over $800 million for behavioral health treatment. At completion, the program is expected to create 6,800 new beds and 26,700 slots for outpatient services.
Currently, there is a shortage of more than 7,000 treatment beds in California. The shortage has exacerbated the state’s homeless crisis. To address the crisis, voter-approved Proposition 1 authorized $6.4 billion in bonds to fund the construction of new treatment facilities and housing.
