China had its one-child policy. And as of a few years ago, Los Angeles had its three-cat policy, seeking to limit the number of felines per household, and presumably crack down on some of those creepy cat lady stories that would pop up from time to time.
Well, good news, cat lovers. The cap is under review.
Councilman Paul Koretz, chair of the council's Personnel and Animal Welfare Committee, wants to allow residents to be able to own five cats. Under current law, it is illegal to own more than three cats at a time without a kennel permit.

Supporters of the increased cap say it will save cat lives. Many cats are at risk in city shelters because of lack of space, according to animal welfare advocates.
Under the expanded rule, anyone who wants more than five cats could pay license fees and agree to annual inspections. Any additional cats would have to be kept indoors.
