The City of Malibu has undergone another change in leadership. Joseph Toney left his role as Acting City Manager on Thursday, May 22. He was succeeded by Candace Bond, who is now serving as Interim City Manager.
Toney took over as Acting City Manager in November. He had previously served as Malibu’s Assistant City Manager. The last permanent manager, Steve McClary, had gone on leave for personal reasons around Thanksgiving. McClary and the city reached an amicable separation agreement in March.
Just two months into Toney’s tenure as Acting City Manager, the Pacific Palisades Fire erupted, destroying swaths of Malibu. He has been credited with leading the city through the aftermath.
“Joe has been a steady hand and proven leader through some of the most challenging times in our City’s history. We thank him for his service and wish him continued success,” said Mayor Marianne Riggins.
Candace Bond is a former U.S. Ambassador to Trinidad and Tobago. She has lived in Malibu for three decades. She attended Harvard College and Harvard Business School and has earned numerous accolades for her skills in leadership and diplomacy.
