William “Joe” Rainey knows he has big shoes to fill. He was appointed June 28 to fill the vacancy left by the resignation of Laguna Woods Councilman Bert Hack who had faithfully served the city for more than 18 years. He will carry out the rest of Hack’s term which ends November 2018. It’s a job he doesn’t take lightly.
“My goal is to continue the legacy of Bert Hack, the stability of the city, the financial part of the city to make sure that we stay within budget – unlike the state or the county, stay away from excessive spending, have a fiduciary responsibility for the funds that we receive and to spend them wisely,” Rainey said in a recent sit-down with the Orange County Register. As for the chance to do so, “it feels absolutely wonderful,” he said.
Rainey has a passion for veterans. He is a military veteran himself and has served on the Orange County Veterans Advisory Council. It’s an experience he wanted to bring to the city.
