Mission Viejo has tapped a longtime employee to succeed retiring City Manager Dennis Wilberg. Effective July 6, Director of Community Development Elaine Lister will serve as the city’s new top administrator. Her contract was approved unanimously by the city council last week.
“Elaine comes with a great background and a great track record,” said Mayor Trish Kelley. “This position was a very important one to the City, and I know that we are in very good hands."
Lister has been with the city for nearly 11 years. The Scotland native obtained her Bachelor of Science degree from the University of Glasgow. She then earned a Master’s degree in geography and urban planning from San Diego State University.
According to the city, Lister is a member of several professional organizations, including the American Planning Association, Planning Director Association of Orange County, Association of Environmental Professionals and the American Institute of Certified Planners.
