Palos Verdes Estates Hires New City Manager

Palos Verdes Estates will welcome a new city manager on July 10. Elaine Jeng, who has managed the City of Rolling Hills since 2018, was hired this month to replace former PVE city manager Mark Prestwich.

"Elaine's 25 years of professional experience, her established relationships with our neighboring cities on the peninsula, and her proven track record in securing grant funding made her the standout candidate for the position of City Manager," said PVE Mayor Jim Roos. "During our selection process, we focused on identifying a leader who would challenge the status quo, provide leadership and continuity for our City staff, and drive a customer-service oriented culture. Elaine exhibited these traits and more. The City Council is extremely pleased to have been able to recruit such a leader, and we look forward to working with her."  

The vote to hire Jeng was unanimous. 

Jeng is a certified engineer with a BS in civil and environmental engineering from UCLA. She previously served as the Director of Public Works in El Monte. 

“I am excited to embark on this new journey as the City Manager of Palos Verdes Estates,” said Jeng. “I am eager to collaborate with engaged residents, dedicated city staff, and results oriented elected officials to advance the city’s aspirations and targets. I want to thank the City Council for entrusting me with this important role. Together, I hope we can bolster public trust, and serve the community to meet its needs.”

Prestwich, her predecessor, spent just one year on the job. He had replaced Laura Guglielmo, who served only 14 months.
