Phillips replaces Kevin Radecki, who was relieved of his duties last week.
The Industry City Council voted 5-0 in choosing Phillips and his appointment will be made permanent with contract approval slated for July 9th.
Phillips comes to City of Industry having managed Covina and Maywood in recent years.
City of Industry is currently dealing with two investigations, one from the LA County DA’s Office and the other from State Controller Betty Yee. The LA County investigation is exploring possible fraud and corruption, and both investigations are dealing with contract irregularities.
Phillips handled liability claims against the Maywood Police that almost bankrupted the city and feels confident that the prior experience will help him through the investigations.
While he defends the idea of a business-oriented city, he also expressed a desire to attract more “family-wage jobs” to the City of Industry.
