West Covina has selected a longtime city employee to serve as its next city manager. Acting city manager Paulina Morales was appointed to the permanent position Tuesday, May 7 in a unanimous vote by the city council. She is the first woman and the first Latina city manager in West Covina’s 101-year history.
Morales has been with the city since 2004 when she was hired as an intern in the Community Development Department. She would go on to serve as Senior Project Manager, Economic Development and Housing Manager, and as Assistant City Manager/Community Development Director. She was made Acting City Manager in November 2023.
“I want to extend my sincerest appreciation to the city council for placing your trust in me. Your confidence in my abilities fuels my determination to lead with integrity, transparency and dedication,” Morales said.
Morales’ one-year contract calls for a salary of $242,640.
