California Gov. Jerry Brown will unveil his opening budget proposal Tuesday amid increasing uncertainty at both the national and state levels.
“The shift in Washington and questions about the states revenue stream mean the budget crystal ball is hazier than usual,” writes the Sacramento Bee’s Jim Miller.
Questions abound over the state’s flailing pension system, federal funding for so-called “sanctuary cities,” and the fate of the Affordable Care Act, which supplies some $20 billion to help cover 5 million Californians.
As the governor prepares his ‘opening salvo,’ four big questions loom, Miller writes: Who will pay for healthcare? What will happen to taxes? Will schools have enough money? Will the governor take on unfinished business?
