Systemic Animal Welfare Failures Are Plaguing California. How Can Jurisdictions Do Better?

The Sacramento City Council is finally reviewing a blistering audit of the Front Street Animal Shelter which was released at the start of the year, the Davis Vanguard reports. According to Animal Well-Being Commissioner Hilary Bagley Franzoia, the report “reflects colossal failures across the board by management.”

The report highlights a number of issues, including mismanagement of funds, inadequate staffing, and poor veterinary care.

Sacramento Animal Care Services Director Philip Zimmerman has faced criticism over these shortcomings. He isn’t alone. In recent years, numerous municipalities and contractors have come under fire for their handling of animal welfare issues. 

Here are just a few examples:

  • The City of Los Angeles is currently grappling with an animal shelter and welfare crisis, marked by overcrowding, soaring euthanasia rates, leadership turnover, whistleblower complaints, and recent cuts to the Animal Services budget. Mayor Karen Bass initially proposed $4.8 million in cuts and 62 staff eliminations at LAAS for 2025-26. The plan sparked a backlash from animal welfare advocates and public criticism from City Controller Kenneth Mejia. 

  • A KPBS investigation found that dog euthanasia in San Diego County shelters has more than doubled since 2023. In addition, KPBS just uncovered a previously “buried” audit which found serious issues at county shelters in Bonita and Carlsbad. 

  • A 2024 city auditor’s report similarly found inhumane conditions at the animal shelter in San Jose.

  • In January, GV Wire reported that a new low-kill policy has resulted in a lack of space at Fresno shelters. Packs of dogs now regularly run loose on public streets, putting people at risk, experts said.

  • A June 2025 report from the Sonoma County Civil Grand Jury criticized North Bay Animal Services (NBAS) for understaffing, poor maintenance of facilities, and failure to administer rabies vaccines or file bite reports as required by law. NBAS has contracted with the City of Petaluma since 2018. This month, the City of Clearlake terminated its contract with NBAS, citing the report. 

  • In February, Long Beach ended its 25-year partnership with SPCA LA. The city cited a 97% drop in shelter intakes over the past 14 years plus SPCA’s failure to submit reports of animal adoptions, transfers, and sales since April 2020.

These alleged failures underscore systemic issues in animal welfare and shelter management across California — and they are a stain on the state’s commitment to protecting its most vulnerable. 

One possible solution is to look at jurisdictions where the system appears to be working relatively well. These include the City of Pasadena, whose animal welfare system is managed by the Pasadena Humane Society. Despite overwhelming challenges, including fallout from the January Eaton Fire, Pasadena Humane enjoys a strong reputation and a four-star rating from Charity Navigator. In 2023, the live release rate for Pasadena shelter animals was 84.3%.
