This Town Could Become California's Newest City

The San Joaquin County Board of Supervisors has approved a March 2024 ballot initiative that would make Mountain House its own incorporated city. 

Just northwest of Tracy, Mountain House has become one of the fastest growing communities in the state. The Community Services District was formed in 1996 and now serves 28,000 residents. CSD board members are elected by Mountain House residents. Former Manteca City Manager Steve Pinkerton serves as general manager.

A county study found that Mountain House has more than enough money to cover city services. The community has an operating budget of $24 million, two-thirds of which comes from a special tax on all square footage of residential and commercial property.

In March, voters will be asked whether Mountain House should incorporate, effective July 1. They will also be asked whether to elect a mayor every four years and establish a city council with two members elected every four years and two members elected every two years. 

The last California city to incorporate was Jurupa Valley (Riverside County) in 2011. San Joaquin’s newest city is Lathrop, which was formally established in 1989.
