Vallejo is expected to appoint Beverli Marshall as interim city manager Tuesday. She will replace administrator Mike Malone, who is retiring effective April 19.
If approved by the council, Marshall will be the city’s fourth manager in four years. Malone assumed the permanent title last year after six months as interim city manager. Anne Cardwell held the job for just one month prior before stepping down. Greg Nyhoff managed the city from 2018 to 2021 when he was pushed out of the role. The cost to the city was $577,536.
As interim manager, Marshall will have to confront an ongoing public safety crisis. Vallejo was forced to declare a state of emergency in 2023 due to a shortage of police officers. City officials will receive an update on the situation later this month. As of December, the police department had just 34 patrol officers, four detectives, and no one assigned to traffic duties.
Marshall’s career spans more than 25 years. She most recently served as city manager for Glenwood Springs, Colorado. The Vallejo Sun reports she was asked to resign just six months into her tenure. The mayor cited issues with her “management style,” which left some employees feeling mistreated.
Before Glenwood Springs, Marshall held several positions in the San Francisco Bay Area, including Business Services Manager for the West County Wastewater District in Richmond. She holds a Master of Public Administration from the University of Alaska Anchorage and a Doctor of Business Administration from Alliant International University.
