The City of Vista has announced the passing of Morris B. Vance, who previously served as Mayor and City Manager. Vance died last Thursday at the age of 85.
Vance’s career spanned more than four decades. He spent 30 of those years in Vista.
In a news release, the city credited Vance with a number of accomplishments, including the formation of the Vista Redevelopment Agency, development of the Vista Business Park and Industrial Park, and a number of infrastructure and community projects.
“Under his leadership, Vista became a charter city in 2007, securing local authority and cost savings on capital projects,” the city said. “He also prioritized community-oriented projects, including Operation H.O.P.E., a collaborative winter shelter for homeless families and women. His commitment to public safety saw a tripling of law enforcement officers during his time as City Manager, alongside the introduction of San Diego County's first Community Oriented Policing Program.”
City Manager John Conley called him “a remarkable leader” whose legacy “will continue to inspire future generations.”
Vance is survived by his wife Laureen, whom he married after the passing of his first wife Janice. He is also survived by his children David and Tommy, as well as grandchildren and great-grandchildren.
