ACCOUNTING MANAGER FLYER

The Finance Department is embarking on some exciting changes. The department is in the final process of restructuring the team, adding a professional Accountant series, along with enhancing its other areas of responsibility. The Finance team is embarking on some citywide changes including enhancing and improving its ERP (Tyler Munis), efficiency changes on a variety of financial processes including budget analysis and development, and ongoing modernization of the overall city processes. The Finance team is a collaborative, energetic, fun, working team that enjoys the hard work but ensures they celebrate the successes along the way.
This management-level position works under the general direction of the Assistant Finance Director to manage and oversee key aspects of the City's financial activities, systems, and programs. The Finance Manager oversees and works directly with a small and talented Finance Department staff involved in purchasing, accounts payable, payroll, utility billing, accounting, auditing, and revenue collection services and activities. In addition, the Finance Manager performs a variety of professional level financial management responsibilities including analysis, preparation, and maintenance of financial records, statements, and reports with significant responsibility and interaction regarding the annual financial audit. The Finance Manager is also involved in the preparation of critical financial projections during the budget process including complex analysis used in the development of cost allocation plans. Another key role of this position is to ensure appropriate controls and security measures are in place to safeguard all City funds.
DISTINGUISHING CHARACTERISTICS:
The Finance Manager is the management-level lead on the City's Comprehensive Annual Financial Reports and similar financial activities. Position responsibilities also include significant involvement with monitoring and implementing Government Accounting Standards Board (GASB) pronouncements as well as recommending changes to policy and procedures in order to be in compliance.
REPRESENTATIVE DUTIES / QUALIFICATIONS:
Duties may include, but are not limited to the following:
Develops and directs the implementation of goals, objectives, policies and work standards for assigned areas of responsibility.
Coordinates and oversees the fiscal activities of accounts payable and payroll through subordinate supervisory staff; directs and reviews the work of assigned staff; assists the Finance Director with employee selection, evaluation, development and training.
Develops and reviews accounting and audit control methods, systems and procedures to comply with accounting procedures, laws, ordinances and regulations; coordinates the preparation of external audit materials and assists external auditors in the fiscal year review.
Manages the investment and cash management programs for the City; monitors the financial activities of the City's risk management programs; oversees and monitors special program accounts.
Coordinates and participates in the preparation and analysis of various financial statements, schedules, and reports; develops formats for the preparation of financial reports of the City and its agencies; ensures that financial statements are prepared on a timely basis in accordance with GAAP and GASB, and related governmental accounting regulations.
Oversees the performance and functionality of financial software systems; assists in the development and/or review of new financial software applications.
Performs analysis on current employee fringe benefits, retirement, workers' compensation and other insurance programs; monitors insurance coverage for the City and its agencies to ensure sufficient coverage; makes recommendations for appropriate changes in coverage as necessary.
Oversees the maintenance of the General Ledger for the City; reviews and tracks the collection of all revenues due the City and its agencies; ensures proper integration into the general accounting systems.
Personally performs or serves as liaison with outside consultants to conduct complex financial studies; prepares a variety of periodic and special financial and other reports as required; performs work on special projects as assigned.
Performs major advanced accounting and financial analysis work; provides technical assistance to staff; interprets and communicates various State statute and Municipal Code provisions to appropriate parties as required.
QUALIFICATIONS:
Any combination of experience and education that would likely provide the required knowledge and skills would be qualifying. A typical way to obtain the knowledge and skills would be:
Education & Experience: Equivalent to a bachelor's degree from an accredited college or university with major coursework in accounting, business or public administration or a closely related field, and at least three years of experience in accounting or financial management which included supervisory responsibilities, preferably in a public agency setting. Possession of Master's degree in Accounting or Business Administration and/or a Certified Public Accountant license is desirable.
Knowledge of: Principles and practices of general fund and government accounting; principles and practices of computerized accounting and information systems; research techniques, sources of financial information, and methods of report presentation; applicable federal, state and local laws and regulations pertaining to the financial operations of a municipal government; principles of budgetary administration and control; principles of effective employee supervision, including selection, training, evaluation and discipline.
Ability to: Analyze and interpret financial statements and accounting records and reports; analyze and prepare budgets; prepare clear, concise and complete financial statements and reports; develop and maintain accounting and control procedures; use computer programs to analyze data and build forecasting models; analyze and perform financial studies; plan and evaluate the work of assigned staff; analyze, evaluate and reconcile complex financial data to arrive at accurate conclusions and recommendations; recommend improvements in accounting methods and procedures; interpret complex financial rules, regulations and ordinances; make sound independent judgments within established guidelines; establish and maintain effective working relationships with those contacted in the course of the work.
