Salary: $96,860.11 to $123,620.81/annually DOQ. In addition to a competitive benefits package, the City is evaluating a telework program.
Under general direction, the position plans, manages, oversees, coordinates, and reviews the work of staff performing difficult and complex professional accounting duties in the analysis, preparation and maintenance of financial, budgeting, and accounting records and reports to ensure regulatory compliance with governmental accounting standards; performs complex accounting analysis; provides highly responsible support to the Finance Director in areas of expertise and performs related work as required.

ABOUT THE DEPARTMENT
The Administrative Services/Finance Department is responsible for the fiscal affairs and overall financial management of the City providing timely, accurate and relevant budgetary and financial information. Operational responsibilities include but are not limited to payroll processing, preparation, and management of the City budget, maintaining the general ledger, and overseeing the water utility billing process and accounts receivable financial reporting.

EXAMPLE OF DUTIES
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Participate in the development and implementation of departmental goals, objectives, policies, and priorities.
Supervise and coordinate financial activities of the City and Successor Agency including accounting, budgeting, data processing, payroll, purchasing, revenue collection, risk management, and treasury functions.
Supervise, train and evaluate clerical accounting staff in the areas of accounts payable, business licensing, cashiering, payroll and water billing/customer service; plan, schedule and assign related activities.
Oversee the preparation of the Annual Comprehensive Financial Report, interim and public financial statements, related work papers, and various other financial analyses and reports for the City, and for Federal, State, or other outside agencies.
Assist in the preparation of operating and capital budgets; prepare and monitor department's budget; forecast City revenue, expenditures, and fund balances; research and analyze City budget transactions and complete special projects.
Develop, implement, and maintain the accounting and budgetary systems; recommend changes to keep systems current and in compliance with accounting regulations and procedures; prepare journal entries and maintains general and subsidiary accounting ledgers.
Allocate cash investments and interest; and reviews and approves accounting transactions.
Coordinate the auditors' annual audits; conducts internal audits; may analyze and audit transactions for City programs and activities and prepare related reports.
Research and prepare correspondence, projects and reports related to departmental and City policies, activities, and issues; provide information and present reports to City departments and officials, outside agencies and the public.
Monitor and prepare cost reports for State and Federal grants; reviews and audits grant contracts and other documents to ensure grant compliance.
Conduct fixed asset inventory of department assets (Administration, Police, Streets/Parks) and maintains all records related to fixed asset schedules, including infrastructure assets.
May prepare accounts receivable billings, annual and quarterly payroll tax returns, and bank reconciliations, and maintain appropriate records.
Act in the absence of the Director of Finance.
Perform various related duties as required.
QUALIFICATIONS
A Bachelor's degree from an accredited college or university with major course work in accounting, finance, or business administration and 3 years recent full-time work experience performing increasingly responsible accounting/finance work with 2 years in a supervisory capacity. An equivalent combination of education, training, and experience which provides the required skills, knowledge and abilities will be considered. Candidates must possess advanced skills in MS Excel, Word, and PowerPoint.
DESIRABLE QUALIFICATIONS
Public sector finance experience including Comprehensive Annual Financial Reporting, budget preparation, a current Certified Public Accountant (CPA) certificate, and/or knowledge or experience with the Tyler Incode 10 ERP system is highly desirable.
