The Controller’s Office of the County of San Mateo seeks highly-qualified candidates for the position of Accounting Manager I. This position is in the General Accounting Division of the Controller's Office and will be responsible for supervising and coordinating financial support functions, which include, but are not limited to, accounting and financial services to County departments and agencies, and financial report preparation, including the County Comprehensive Annual Financial Report (CAFR).
In addition to these functions, the Financial Services Manager I will assist with:
- Developing and implementing division goals, objectives and priorities
- Developing, implementing and interpreting line administrative policies and procedures
- Recommending and administering countywide accounting policies and procedures
- Preparing financial analysis, schedules and reports, which include, but are not limited to, County Comprehensive Annual Financial Report (CAFR), Popular Annual Financial Report (PAFR), Annual Financial Report for the San Mateo County Joint Powers Financing Authority, Annual State Controller's Report of Financial Transactions for the County, Annual State Controller’s Report of Financial Transactions for the Joint Powers Financing Authority, State Controller's Budget Schedule, County’s Appropriation Limit, and County Appropriation Subject to Limitation
- Coordinating year-end closing activities with departments and agencies
- Supervising day-to-day accounting activities
- Interpreting complex laws and regulations, and reviewing and assessing the implications of changes in laws and Federal and State regulations on the County's general accounting operations
- Reviewing and updating current accounting practices
- Training professional personnel to keep current with governmental accounting principles, providing timely feedback and performance evaluations
- Consulting with departments on complex accounting issues
- Coordinating annual audit activities with outside auditors
- Coordinating accounting system upgrades with the Controller’s Information System’s Division
- Reviewing and assessing changes in the Governmental Accounting Standards and Generally Accepted Accounting Principles and developing procedures for implementation
- Organizing and supervising the training and work of professional and clerical staff, including a Senior Accountant, an Accountant and a Fiscal Office Specialist
The IDEAL CANDIDATE will:
- Have a strong understanding of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards (GASB)
- Have demonstrated success and a strong interest in preparing comprehensive and highly complex financial reports, compilations and related written communications
- Possess strong organizational skills
- Establish effective work relationships and demonstrate a willingness and ability to train and guide accounting personnel
- Have the ability to maintain detailed records
- Strive for continuous improvement of existing policies, internal controls and procedures
- Speak and write effectively
Typical qualifications include equivalent to a Bachelor's degree from an accredited college or university in accounting, auditing, economics or business administration or other field applicable to the responsibilities and abilities required by the position, along with three years of increasingly responsible experience performing a wide variety of financial duties in a large, complex public agency.
The Controller’s Office contributes to the stability and efficiency of the County by having a diverse staff who works collaboratively with County departments, cities, special districts, other local agencies and the taxpayers of San Mateo County to provide high quality accounting, auditing, payroll and tax accounting services and financial information in a courteous, cooperative and cost effective manner. The General Accounting Division is committed to performing all duties with integrity and continuously explores ways to improve the effectiveness and efficiency of its processes and services. The Division provides accounting and financial services to the County departments and agencies, and is responsible for the preparation of the County Comprehensive Annual Financial Report (CAFR) and other required financial reports.
