THE JOB
This is an Executive Management position under the general direction and supervision of the City Attorney who works collaboratively to provide legal advice and opinions to the City Council, Commissions, Department Directors and staff.  This job is a chance to apply your legal expertise in a generalist role performing the following duties:
Supervises and administers City litigation; consult and assist assigned counsel in case management; confer on settlement decisions.
Consults with and provides legal advice to staff in various departments of the City including Human Resources, City Manager, City Clerk, Finance, Police, Fire, Community Services (Recreation, Parks, Child Care), Community Development (Planning, Housing, Code Enforcement, and Building Inspection) and Public Works (Engineering and Maintenance).
Reviews and analyzes all liability claims.  Consult and assist risk manager in management and resolution of claims.
Researches and applies laws, rules, cases, and ordinances.
Reviews staff reports and advises staff on complex and controversial legal matters.
Drafts and reviews ordinances, resolutions, contracts, deeds, leases and other legal documents and instruments.
Represents the City at various City Council, commission, and community meetings.
Performs legal research and prepares opinions on various legal issues for City departments.
Represents the City in civil and some criminal matters in both state and federal court and in administrative proceedings.

IDEAL CANDIDATE PROFILE:
The ideal candidate will use their legal expertise and communications skills to effectively represent the City position on a variety of issues and will bring sound judgment, effective consultation and research skills.  The City is seeking an attorney who has demonstrated knowledge of Constitutional, Tort, Administrative and Employment Law, land use law and regulations, and knowledge of Brown Act and Public Records Act.  In addition, the ideal candidate will meet the following minimum qualifications:
*Juris Doctorate AND
*Five years of experience in municipal law
*Membership in the State Bar of California
*Valid driver’s license

COMPENSATION AND BENEFITS
The City of San Rafael offers an attractive compensation and benefits program. The range for this position is $144,420 - $175,536 annually DOQ/DOE, and a competitive benefits program including:
Car Allowance: $350/month allowance or a city pool vehicle may be utilized
Retirement: The City is a part of the Marin County Employees Retirement Association (MCERA) plan, which offers reciprocity between agencies in CalPERS (this is part of the 37 Act County System); Classic Tier 2 members receive 2% @ 55 formula and PEPRA members receive 2% @ 62 formula, with up to 2% COLA
Health Insurance: Full flex cafeteria plan which can be applied to a health plan or converted to an Opt-Out cash payment (Employee Only - $693.62; Employee +1 - $1,387.23; Employee + Family - $1,803.41; Waive Coverage - $693.62).
Life and Long-Term Disability Insurance: $250,000 basic life and long-term disability is two-thirds of the salary, up to $7,500/month
Dental and Vision Insurance – Fully paid for employee plus eligible dependents
Deferred Comp – Employee participation is voluntary
Annual Leave: vacation ranges from 15 – 25 days (depending on years of service), 12 days sick leave, 10 days administrative leave, 11 holidays and 2 floating days
