THE ORGANIZATION
Santa Barbara is managed by the Council/City Manager form of government. City government services are provided by 14 departments: Airport, City Administrator, City Attorney, Community Development, Finance, Fire, Human Resources, Information Technology, Library, Parks and Recreation, Police, Public Works, Sustainability and Resilience, and Waterfront. The City Administrator is also the appointed City Clerk/Treasurer.
 
Santa Barbara has 1,060 full-time equivalent employees, a $357.6 million operating budget and a combined capital budget totaling $60.0 million for fiscal year 2022. The seven-member City Council is elected by district, except the Mayor, who is elected at-large.
 
The City provides a full scope of services to the community, including public safety (fire and police), library, parks, recreation, planning, engineering, water, storm drain, refuse, and wastewater; and includes a municipal airport, golf course, and harbor. Santa Barbara serves as the county seat as well as the county’s financial and retail center. Research and development, high tech, and light industry businesses play an important role in Santa Barbara’s economy. Year-round tourism also produces jobs and revenue to the City.
 
THE CITY ATTORNEY'S OFFICE
The City Attorney's Office is responsible for all legal representation and advice for the City Council, Boards, Commissions and all City officers and staff in all matters of law pertaining to the City.
 
These responsibilities include, but are not limited to: attending City Council, Planning Commission and other board and commission meetings as needed; handling over 1,000 annual opinion requests and other legal work assignments; and weekly agenda preparation and review of items that come before City Council and Planning Commission. In addition, the office is responsible for all City code enforcement and litigation services.
 
The office is staffed by 8 attorneys (the City Attorney, 7 Assistant City Attorneys), one City Attorney Investigator, the Law Practice Administrator, a Supervising Legal Administrative Assistant, 2 Litigation Paralegals, and 3 Administrative Legal Assistants, which function as a close team.  Many assignments cross over several departments (e.g. Public Works, Community Development, Risk Management, Parks and Recreation, Police, and Fire). Attorneys work cooperatively on complex matters such as the negotiations for Airport and Harbor property development, major land use, environmental and water law issues, and complex litigation.
 
THE POSITION
The City Attorney's Office for the City of Santa Barbara is seeking an experienced, collaborative attorney to work with the City's Public Works Department.  Santa Barbara has a rich water rights history, with numerous complex agreements, water rights issues and inter-agency relationships.  The Assistant City Attorney provides a wide range of professional legal services to City departments and divisions, City Council and various boards, commissions, and committees in complex legal matters.   This position is expected to fill within the City Attorney Series (Assistant City Attorney I - IV) dependent on candidate's relevant experience and training.  

EMPLOYMENT STANDARDS
The ideal candidate will be a top-performing lawyer with substantial experience in water law, public works contracting, and ratemaking.  Public law experience is highly desirable and may be demonstrated through prior public agency representation in either a public or private law office.

The ideal candidate will enjoy working in a collaborative and flexible environment, with frequent client and co-worker contacts both in the office and at the client site. The Santa Barbara City Attorney's Office is highly computerized, so demonstrated experience with legal case management and automated document preparation applications is a plus.

The Ideal Candidate will be able to:
Represent the City effectively in public settings including hearings, courts of law and meetings before council or other public agencies, both in person and through a variety of mediums.
Prepare clear, concise, and comprehensive correspondence, reports and other written materials and make effective oral presentations
Independently lead complex legal research regarding assigned projects, formulating a sound legal opinion
Interpret state and federal laws, regulations, legislation, and constitutional provisions affecting municipal operations
Any combination of education and experience that has provided the knowledge, skills and abilities necessary for an Assistant City Attorney is qualifying. A typical way of obtaining the required qualifications for entry to the classification is to possess the equivalent of three to four years of experience in the practice of municipal law or related experience, and a Juris Doctorate degree from an accredited law school.
