The Assistant City Engineer is responsible to plan, organize and direct the activities of various divisions, with a focus on the planning, design, and construction management of transportation improvements such as streets, roundabouts, bike and pedestrian facilities; assist in the review and oversight of the land development projects and permits; and to provide highly complex technical and staff assistance to the City Engineer.

This position will assist the City Engineer in overseeing the Land Development Engineering division as well as the Transportation Engineering & Design division of the Community & Economic Development Department. The two divisions currently have nineteen allocated positions. The City receives over $10M annually of Measure L funding which is a county-wide transportation sales tax measure that does not expire until the year 2042. This will allow this position to oversee the management of a wide variety of exciting transportation projects in various stages of planning, design and construction.

The ideal candidate will have excellent verbal and written communication skills. They will have experience with both land development and transportation projects as well as working with Caltrans and the Local Assistance Procedures Manual. They will be able to handle multiple high priority projects and tasks simultaneously and will be able to present complex information to City Council, various commissions, and citizen groups.  It will be important that they are able to negotiate and build consensus among staff in various departments throughout the organization, while motivating and empowering a talented staff and strengthening the team atmosphere.

Experience and Training Guidelines:

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Four years of increasingly responsible professional civil engineering experience, including one year of supervisory responsibility in public works design, project management work, or development services.

Training:

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field.

License or Certificate:

Possession of, or the ability to obtain, a valid California driver’s license.

Possession of a valid California Professional Engineer Certificate and/or a Certificate of Registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers. If licensed in another state, incumbents have twelve (12) months to obtain California registration.
