Purpose
The Assistant Planner, under supervision, performs a variety of duties supporting the District’s planning efforts, including transportation planning studies and analyses, data gathering, data analysis and GIS data manipulation. The position assists in the data collection and analysis used for transportation related studies and assists in the preparation of a variety of transit planning documents, including survey analysis reports, technical descriptions, short- and long-range planning documents, grant applications and performs related duties as assigned. Works collaboratively with other departments at SMART including Grants, Finance, Engineering and Operations.
Description
Under close supervision, incumbents perform more routine planning duties while learning District policies and procedures. As experience is gained, duties gradually become more diversified and are performed under more general supervision. Typical activities include the identification of issues, collection, analysis and reporting of data and the preparation and presentation of oral and written reports.
Duties and Responsibilities include, but are not limited to the following:

Assists in developing planning studies and reports in support of new and updated plans, programs and regulations.
Reviews or assists in the review of development proposals and site plans for conformance with SMART requirements, plans, and regulations.
Collects a variety of statistical data and prepares reports and maps related to the development, implementation and operation of the rail transit and pathway project.
Prepares sophisticated spreadsheet models for use in analyzing and reporting on SMART users, system performance and various financial data.
Assists Grants Division with proposal development, grant compliance reports, regional meeting participation and other tasks as assigned.
Qualifications, Skills, Knowledge, and Abilities
Minimum Qualifications
Experience and Education:
Sufficient training, education and experience to demonstrate the required knowledge skills and abilities. Typically, a Bachelor's degree in transportation or urban planning, architecture, public policy, public administration or a related field and one year of planning experience.
A Master’s degree may be substituted for one year of the required experience.
Skill in:
Analyzing, summarizing and presenting statistical and demographic data.
Communicating clearly and concisely in writing and orally.
Working independently in a collegial environment.
Identifying and responding to community transportation needs.
Knowledge of:
Principles, concepts and practices of transit planning, including system monitoring and evaluation.
Principles and practices of research and data collection, including demographic and economic data.
Transportation and land use, including environmental, economic and social implications involved in transportation planning and transit-oriented development.
Transit data reporting requirements to local, state and federal agencies.
Organizational relationships for transit funding and planning in the San Francisco Bay Area.
Techniques for gathering, evaluating and transmitting information, including effective writing and graphic techniques.
Ability to:
Organize tasks, establish priorities, and set goals and objectives.
Identify and define technical problems.
Compile and analyze data from a variety of sources.
Communicate technical information in an easy to understand format.
Review plans and apply provisions of ordinances and codes to determine compliance with regulations and to apply regulations to field conditions.
Design graphics/maps using computer/drawing software for publication studies.
Use sound independent judgment within general policy and procedural guidelines.
Complete multiple assignments efficiently and meet established deadlines in a fast-paced team environment.
Prepare clear and accurate reports, correspondence and other written materials.
Operate a personal computer with common software applications; learn specialty software of the work unit;
Establish and maintain effective working relationships with those contacted in the course of the work.
Communicate effectively both verbally and in written form.
Work collaboratively with other divisions and co-workers.
Maintain accurate records and files.
Physical Working Environment
Work is usually performed in a typical office setting with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. The incumbent may travel outside of the office to attend meetings, events or conduct business at SMART Operations sites.
Physical Requirements
During the performance of the daily, weekly and monthly activities, this position may require prolonged periods in a stationary position, movement about the inside of an office, positioning self in various stances or postures in the performance of daily activities; This position may require repetitive operation using a computer keyboard or calculator involving repetitive motion of the wrists, hands or fingers; This position may require both near and far visual acuity to perform activities such as preparing and analyzing data and figures, transcribing, viewing a computer terminal, and/or extensive reading; This position may require expressing or exchanging information by means of the spoken word when dealing with clients, customers, or other employees; This position may require perceiving the nature of sounds at normal speaking levels with or without correction and ability to receive detailed information through oral communication. The need to lift, drag, and push files, boxes, equipment, paper and documents weighing up to 25 pounds is also required. The physical demands and work environment described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Position Details
Salary Range: $35.06 - $42.62 per hour
FLSA Status: Non-exempt
There is a 12-month probationary period following appointment to this position.
A thorough background check will be required including, but not limited to: current and past employers, personal contacts, education verification. A credit report will be required for positions covered under Labor Code 1024.5. (A complete list of background check documents will be provided upon request).
A pre-employment physical, including a urinalysis drug screen, will be required.
