The City of Thousand Oaks, Public Works department is seeking a new Sustainability Division member to contribute to the team’s efforts in reducing resource use in City operations through analysis, planning, and implementation of sustainability strategies and best practices. This individual will assist with the solid waste service transition to a new hauler and contract, and support other solid waste programs. These include construction and demolition (C&D) permitting, a food recovery program, organics recycling requirements under SB 1383, and implementing the City’s solid waste ordinance. The individual’s primary role will be to provide customer service to residents and businesses, process C&D permits, conduct site visits, and work with community partners and food waste generators to help develop and implement a robust food recovery program in the City.
The Assistant (Sustainability) Analyst may assist in other areas of responsibility within the Sustainability Division, including energy, climate action, and water conservation as needed.
The primary responsibilities of the Assistant (Sustainability) Analyst will be to:
- Assist with implementation of the City’s solid waste programs and compliance with solid waste ordinance
- Enforce limited franchise agreement
- Assist in implementing the City’s plan and procedures to ensure compliance with SB 1383
- Provide customer service to residents and businesses via mail, email, customer portal, and phone on solid waste and other Sustainability programs
- Develop electronic data collection and reporting tools for compliance reporting to the State
- Assist in planning and implementing an edible food recovery program in the City
- Facilitate, coordinate and conduct community meetings supporting the edible food recovery program
- Conduct site visits to businesses in support of Sustainability programs
- Assist with collecting, organizing, and managing sustainability data, including solid waste, hazardous waste, energy use, climate action, and water conservation data
- Perform technical analysis of Division’s resource data as needed using business intelligence and/or data analytics software to visualize and report data.
- Assist with development and implementation of City’s Climate Action Plan
- Assist with technology selection and integration in Division’s data management and operations
- Prepare and present technical and staff reports for Department, Council, and other stakeholders
- Represent City within local, regional, and State forums and present at professional meetings as needed
- Coordinate with other agencies on sustainability initiatives.
- Communicate with the community on sustainability-related issues through written and verbal means, including phone, email, in person, blogs, website, and other media

Ideal Candidate
The ideal candidate should possess:
- Knowledge and interest in sustainability issues
- Familiarity with solid waste programs and regulations, including SB 1383
- Excellent verbal and written communication/interpersonal skills to communicate effectively with a broad range of stakeholders
- Comfort and experience with speaking to residents and businesses
- Demonstrated ability to meet deadlines
- Strong quantitative and technical skills, analytical ability, and critical thinking
- Comfort with and ability to learn new tools and technologies quickly
- Expertise in PowerPoint, Excel, and Word
- Experience conducting research, assimilating, and communicating information
- Exceptional professionalism, tact, and diplomacy; Ability to thrive as part of a team and build strategic relationships to achieve goal
- A Bachelor’s degree from an accredited college or university with major course work in environmental or physical science, sustainability, resource management, urban planning, energy, solid waste, climate science, or a similar field
- Work experience in the public sector, solid waste, and/or other sustainability areas (water/energy/climate action)
Additional desirable qualifications include:
- Experience in, and comfort with, communicating compliance requirements to stakeholders
- Experience in food-related business or food waste industry
