Associate Engineer


The Associate Engineer is responsible for evaluating, monitoring, programming, and expediting delivery of a diverse array of transportation projects, requiring interaction with a variety of agencies and jurisdictions. The Associate Engineer assumes responsibility for assisting with formulating recommendations for the Authority’s priorities for regional, State and Federal funds, and development of Measure J Strategic Plans, and the oversight and review of locally sponsored projects. The Associate Engineer works closely with Authority staff in developing project status reports, annual budgets, and projecting cash flow requirements. The position represents the Authority on several Project Development Teams and at regional and sub-regional meetings and manages Measure J projects including conducting design peer reviews, reviewing, and processing of fund appropriations, overseeing and monitoring project delivery and construction, and ensuring timely project close-outs. The Associate Engineer reports directly to an Engineering Manager or Director.

Specific Functions and Responsibilities 

Project Monitoring:

Monitor projects in the State Transportation Improvement Program (STIP) and Federal Transportation Improvement Program (TIP) including regular meetings with agencies to monitor progress with respect to State and Regional deadlines and work closely with project proponents on changes in scope, schedule, and funding.
 
Monitor and amend the TIP database of projects in conjunction with the Metropolitan Transportation Commission (MTC).
 
Develop and submit progress reports for fund sources.
 
Maintain project information on major Contra Costa projects to MTC, California Transportation Commission, and Caltrans for different fund sources.
 
Monitor the Federal Highway Administration (FHWA) inactive project lists and follow-up with project proponents to ensure maintenance of federal funding amounts.
 
Project Delivery:

Conduct funding workshops to advise cities/towns and the county of funding opportunities, deadlines, and progress in implementation of Federal and State funded projects.
 
Manage Measure J funding requests, peer reviews of design plans, Project Development Team representation, and design efforts for major transportation projects in Contra Costa.
 
Solicit project applications through release of calls for projects, develop ranking criteria and priorities, and coordinate with MTC on grant funding development.
 
Contra Costa’s Regional Transportation Improvement Program project lists.
 
Represent Authority on regional and sub-regional staff committees, facilitate meetings and submit funding applications for various funding sources.
 
Develop financial plans for Measure J projects.
 
Assist in development of Request for Proposals/Request for Quotations (RFP/RFQs) for solicitation of consultant services and participate in review and evaluation of consultant submittals and selection.
 
Assist in expediting project delivery for timely completion of projects, and the development of financial plans for major Measure J and non-Measure J projects.
 
Assist in managing projects and studies, secure funding for studies, develop work scopes, contracts/agreements, review deliverables and present results.
 
Strategic Plan:

Assist the Engineering Manager or Director in updating Measure J Strategic Plans and relevant Resolutions and maintaining the Strategic Plan cashflow financial model including updates to sales tax revenue projections.
 
Work with the Authority’s Technical Coordinating Committee to update the Guide for Local Agencies to Implement Measure J Projects when necessary.
 
Other Duties and Responsibilities:

Coordinate with Planning and Administrative staff to prepare for the Technical Coordinating Committee (TCC) and other Authority committee meetings, including development of staff reports and formation of any sub-committees needed to handle specific tasks and issues.
 
Assist Authority staff in the development of the annual budget, mid-year budget adjustments, and year-end accruals.
 
Present reports to full Authority Board and Committee Members.
 
Any other duties as needed or assigned.

Typical Qualifications

The Associate Engineer is a journey level classification responsible for the administration of small projects and/or support for more complex or larger projects. The position functions as a team member for planning and coordinating a multitude of projects concurrently, often under strict and limited time constraints. The Associate Engineer is required to make sound engineering judgments and, in conjunction with Directors and other Authority staff, influence and direct the efforts of others to meet priorities and schedules. The Associate Engineer is required to have in-depth knowledge and experience in the following areas:

Transportation engineering, transportation and land use planning principles and practices, Federal-aid process, California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) relative to transportation planning and environmental review processes.
 
Conducting planning and engineering studies and developing policy recommendations for consideration by decision makers.
 
Regional, State and Federal funding processes, funding source requirements, and State and Federal level capital programming.
 
Caltrans transportation design principles.
 
Local agency design standards and principles.
 
Managing, planning and coordinating multiple projects concurrently, adhering to timelines and evolving design objectives.
 
Sufficient experience and education related to programming and funding for a regional transportation planning agency.

Education and/or Experience

BA/BS degree in civil engineering, traffic engineering, construction management, environmental engineering or related transportation field from an accredited college or university.

Four (4) years of experience in civil engineering, planning, or related transportation field.

Senior Engineer

The Senior Engineer is responsible for planning, programming, monitoring, and expediting delivery of a diverse program of capital improvement, programming, construction, or innovative mobility and technology projects, requiring interaction with a variety of agencies and jurisdictions. The position may assume responsibility to assist with formulating the Authority’s priorities for regional, State and Federal funds, developing Measure J Strategic Plans, and monitoring the use of these funds with respect to Authority policies and timely use of funds requirements, or may assume responsibility to develop and deliver technology programs including Intelligent Transportation Systems (ITS) and Automated/Connected Vehicle (AV/CV) programs. The Senior Engineer works closely with Authority and consultant staff in developing project and program financial plans and annual budgets. The Senior Engineer represents the Authority on Project Development Teams, at regional and sub-regional meetings and in cooperative working meetings with private sector partners. The Senior Engineer also oversees Measure J projects developed by other agencies and is responsible to monitor the status of project delivery, conduct design peer reviews, recommend, and track fund appropriation, and ensure proper project close-out. The Senior Engineer reports directly to an Engineering Manager or Director.

Specific Functions and Responsibilities

Project Initiation, Planning and Programming:
 
Facilitate development of countywide candidate project lists.

Coordinate with Authority staff, local jurisdictions, and the Metropolitan Transportation Commission (MTC) on the development of the Regional Transportation Plan Project Lists.

Solicit project applications through release of calls for projects, develop ranking criteria and priorities for a variety of funding sources.

Evaluate and monitor projects for programming in the State Transportation Improvement Plan (STIP) and Federal Improvement Program (TIP). This process involves monthly coordination with sponsoring agencies to monitor progress with respect to State and regional deadlines and working closely with project sponsors on changes in scopes, schedules, and funding.

Submit funding application for competitive grants and other funding sources for high priority Measure J projects.

Develop and submit progress reports on major Contra Costa projects to MTC, California Transportation Commission, and Caltrans.

Assist Authority staff and consultants on the development of the STIP and TIP project lists; and

Complete STIP/TIP amendments to reflect changes in scopes, schedules, and costs.

Project Delivery:

Plan, manage and control all project development and construction phases of major Measure J and non-Measure J funded projects and/or technology projects.
Expedite project delivery to ensure successful completion of projects. This includes obtaining project development resources (Caltrans or consultants) and identifying and securing funding sources.

Development of Memorandums of Understanding, cooperative agreements, and other legal instruments for private sector partner engagement.

Develop project financial plans, allocate funding, and monitor progress and expenditures.

Negotiate consultant scope-of-work, review and approve invoices and monitor progress and expenditures for professional services contracts.

Ensure consultant deliverables are timely and meet project quality and technical requirements.

Monitor progress of construction contracts.

Track and manage appropriation of Measure J funding requests.

Conduct peer reviews of design plans for Measure J projects.

Represent the Authority and in some cases lead Project Development Teams and manage design efforts of the major projects in Contra Costa. 

Lead the development of Request for Proposals/Request for Quotations (RFP/RFQs) for solicitation of consultant services and participate in the review and evaluation of consultant submittals and selection.

Strategic Plan:
 
Assist Authority staff and consultants in updating the Measure J cash flow financial model, including updates to sales tax revenue and projections for Measure J.

Assist in the development of the Strategic Plan for implementation of Measure J projects by providing status of assigned Measure projects.

Review and recommend changes to project implementation policies.

Review draft Strategic Plans for accuracy and completeness.

Other Duties and Responsibilities
 
Assist Authority staff in the development of the annual budget, mid-year adjustments and year-end accruals.

Manage projects and studies and ensure their successful conclusion.

Secure funding for studies and identify stakeholders.

Develop work scopes, requests for proposals, quotations, and information, and contracts/agreements.

Review various work products and deliverables and present results in different forms.

Represent the Authority on regional and sub-regional committees.

Assist in the development of Contra Costa pavement and non-pavement funding needs and represent the Authority on the Local Streets and Roads subcommittee.

Coordinate with Planning and Administrative staff to prepare for the Technical Coordinating Committee (TCC) and other Authority committee meetings, including development of staff reports and formation of any sub-committees needed to handle specific tasks and issues.

Typical Qualifications

The Senior Engineer is distinguished from the Engineering Manager position in the latter’s responsibility within the Projects Department. The classification is distinguished from Associate Engineer by its responsibility for the successful operation of one or more large programs or projects within or across the Projects Department. A Senior Engineer must be capable of managing several projects concurrently, often under strict and limited time constraints and dynamic conditions. The Senior Engineer is required to analyze situations and make sound decisions based on Authority policy, laws and regulations, and professional judgment, in conjunction with Directors and other Authority staff if necessary. The Senior Engineer will establish and motivate diverse teams and direct the effort of professional consultants to meet priorities and schedules. The Senior Engineer is required to have in-depth knowledge and experience in the following areas:

Principles and practices of transportation planning and the project development process, or the application of technology to improve a transportation system or operation.

Project management processes and tools used to plan, execute, and control projects. Managing, planning, and coordinating multiple projects concurrently.

The conduct of planning and engineering studies and the development of policy recommendations for consideration by decision makers.

Regional, State and Federal funding processes, funding source requirements, and State and Federal level capital programming

Federal, State, and local roles in transportation planning and fund programming, including knowledge of the federal-aid process, California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) as they relate to transportation planning and project environmental review (i.e., EIR/EIS) processes.
Providing technical assistance supporting local jurisdictions in project delivery, land use planning and assessments of transportation impacts, and development of appropriate mitigation.

Establishing and maintaining effective working relationships with other agencies and the public to gain cooperation and consensus.

Communicating technical information effectively, both orally and in writing to a broad range of audiences.

Facilitation and support of collaborative teams consisting of Caltrans, professional consultants, local jurisdictions, regulatory and control agencies, and the general public.

Education and/or Experience

BA/BS degree in civil engineering, traffic engineering, construction management, environmental engineering or related transportation field from an accredited college or university.

Five (5) years of related experience.

Professional Engineer license from California preferred.
