Budget Analyst

 

The Finance Department is currently seeking to fill one Budget Analyst vacancy. The ideal Budget Analyst candidate will have experience working in a public agency with a complex budget that includes multiple funding sources. (S)he has performed centralized budget or financial analysis work and also has the ability to administer and work in an automated financial and/or budgeting software. (S)he is adept at daily budget oversight and management within an automated system including completing budget adjustments and position control. (S)he and has some accounting knowledge and/or experience with completing journal entries. The ideal candidate is organized, dependable, flexible, self-directed, and technologically savvy and has the ability to work with complex, sensitive and visible assignments, often requiring a high level of detail. In addition, (s)he is an effective communicator and shows an ability to maintain successful, collaborative and constructive working relationships with office staff and other department staff. Finally, the ideal candidate will be enthusiastic, looking to grow and excel, and be invested in the City's future. A Bachelor's Degree in public or business administration, accounting or a related field is required. A Master's degree in public or business administration, accounting or a related field is highly desirable.

BUDGET ANALYST

 

Purpose

Prepares and coordinates City-wide budgets; administers budget performance systems; recommends financial policies and procedures; develops computerized financial reports; manages assigned operations; performs related work as required all within the context of the City's Mission, Vision and Values Statement and a strong and progressive customer service orientation.

 

Supervisory Guidance Received/Given

Reports to the Budget Officer. Receives general administrative support and control rather than direct control over methods; supervises assigned staff; may act as the Budget Officer.

 

Working Conditions

Conducts work primarily in an office setting; includes irregular hours to attend evening meetings, meet deadlines and achieve objectives.

 

Equipment, Methods & Guidelines

Uses federal, state and City laws, regulations, policies, and procedures. Typically uses City telephones, calculators and computer systems.

 

Physical Demands

Communicates with City staff, the public, consultants and other government agencies.

 

Allocation Factors/Distinctions

This managerial classification is distinguished from the Financial Analyst by the impact of accomplishments on total City operations and the scope and complexity of diverse operating and service units for which budget issues are addressed.

 

EXAMPLES OF DUTIES INCLUDE, BUT ARE NOT LIMITED TO:

May include, but are not limited to:

1. Coordinates the preparation of City-wide budgets; provides procedures, requirements, instructions and schedules for budget input and preparation; directs and implements modifications to budget, payroll, position control and financial systems; participates on City-wide task forces, the financial system committee and the Budget Review Team.

2. Prepares and coordinates a long term financial plan for operating departments, replacement funds and enterprises, which incorporates final capital improvement projects.

3. Prepares customized financial management reports; recommends corrective actions for resolution of budget performance issues.

4. Develops and balances a position control system that provides salary and benefit cost analysis information for all personnel; incorporates position control into budget documents and projects impacts on the long term financial plan.

5. Recommends changes to departmental policies and procedures, systems and standards; participates in organization, staffing and related management activities.

6. Supervises staff in assigned functions; oversees program staff during budget preparation; establishes work priorities and schedules; negotiates, schedules, and monitors contracted services.

7. Provides training in the use of computerized financial systems and budget development procedures.

8. Reviews and approves expenditures within budget guidelines.

9. Monitors financial data collection systems.

10. Promotes the City's Mission to make Concord a city of the highest quality by providing responsive, cost-effective and innovative government services; understands and subscribes to the Vision and Values Statement adopted by the City.

 

QUALIFICATIONS:

Knowledge and Abilities

Knowledge of the principles and practices of public sector budgeting, financial analysis and accounting; computerized financial systems; principles and practices of public administration. Ability to communicate effectively with City staff, the public and contractors, including preparing/presenting financial reports; supervise assigned staff and coordinate the work of other professionals; analyze complex and sensitive funding and performance issues and negotiate resolutions; understand, interpret and apply appropriate policies, regulations and procedures; establish and maintain cooperative relationships with those contacted in the course of work.

 

Education/Experience

Any combination of education and experience that would likely provide the required knowledge and abilities would be qualifying. Generally, this will require:

 

Education: Possession of a Bachelor's degree in public or business administration, accounting or a related field is required. A Master's degree in public or business administration, accounting or a related field is highly desirable.

 

Experience: Six (6) years of increasingly responsible professional experience in finance, budgeting or accounting, including at least two (2) years of experience performing financial analysis.
