The Budget Manager is a single, management level position, reporting to the Director of Finance & Technology and is an influential and critical position in the City. The Budget Manger is responsible for managing the budget process for the City as well as developing the City’s digital budget book, updating long-term financial models, performing costing and assisting with strategies for labor negotiations, reviewing Council reports for compliance with fiscal policies, fiscal transparency, and fiscal impacts, and representing the City in budget related meetings with employees, City Council, and the community.
The ideal candidate is an experienced, innovative, and motivated finance professional who enjoys challenges and creative solutions. The successful candidate will have strong analytical skills and experience working in a mid-size governmental organization with multiple aspects of a budget including utilities, police, fire, community services, etc. Effective communication and interpersonal skills are necessary to build and foster positive staff and interdepartmental relationships, as well as provide clear presentations and reports to leadership, various committees, and community groups. A management style that looks for continuous ways to improve processes, utilizing technology to create efficiencies and a track record providing support and guidance to a group of highly qualified professionals in a fast-paced environment, who creates a workplace of mutual trust, respect, and a family-type environment is highly desirable.

DEFINITION: The Budget Manager prepares and coordinates the development and ongoing implementation of the City’s operating and capital improvement budgets; recommends financial and budgetary policies and procedures to ensure compliance with City leadership and Council adopted strategic and fiscal initiatives, programs and objectives in the Finance & Technology Department. The Budget Manager is responsible for providing financial information and analysis to aid in executive management decision making and performs the highest level of complex budget analysis. The Budget Manager is appointed by and sits at the pleasure of the City Manager.
SUPERVISION RECEIVED AND EXERCISED: The Budget Manager receives direction from the Director of Finance & Technology or designee. The Budget Manager may provide direct supervision to professional level finance staff, as well as technical and extra help staff.
CLASS CHARACTERISTICS: This is a single, management level position. The incumbent reports to the Director of Finance & Technology and may have responsibility for providing direct supervision to professional, technical, and extra help staff.

EDUCATION AND EXPERIENCE: Any combination of training and experience which would provide the required knowledge and skill. A typical way to obtain the required knowledge and skill would be:
Education: A Bachelor’s degree from an accredited college or university with major coursework in accounting, finance, business administration, or related field.
Experience: Five (5) years of increasingly responsible experience in governmental budget administration, including at least two (2) years of supervisory responsibility.
LICENSES AND CERTIFICATES: Possession of a valid Class "3" or "C" California driver's license.

WORKING CONDITIONS: Attends meetings of the City Council, commissions, committees and other groups; May be required to work on evenings, weekends and holidays, and participates in afterhours on-call assignments.
PHYSICAL DEMANDS: Physical ability to perform the duties of this position, including mobility to work in a standard office setting and use standard office equipment, including a computer; the ability to operate a motor vehicle and to visit various City sites and travel attend off-site meetings; vision to read printed materials and a computer screen; hearing and speech to communicate in person, before groups and over the telephone; finger dexterity to access, enter and retrieve data using a computer keyboard, typewriter keyboard or calculator and to operate standard office equipment; ability to bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information; sustain posture in a seated position for long periods of time; occasionally lift and, carry reports and records that typically weigh less than 20 pounds.
ENVIRONMENTAL ELEMENTS: Incumbents work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances and may interact with upset staff and/or public representatives in interpreting and enforcing departmental policies and procedures.

- Assists in the development of departmental goals, objectives, policies, and procedures.
- Coordinates activities and functions with the management team in the Finance & Technology Department.
- Plans, organizes, and manages citywide budget activities including the biennial budget development, mid-term budget analysis and revisions, coordination of the capital improvement program budget with the Capital Projects Department and other citywide departments, maintenance of the budget system, training, and reporting.
- Develops schedules and processes related to citywide budget activities; conducts and oversees budget training sessions; reviews draft budget submissions; ensures correct identification of funding sources for capital improvement projects; prepares budget forecasts; prepares special budget analyses.
- Reviews citywide budget adjustments, including transfers, updates, and funding source information.
- Prepares budgetary reports; analyzes significant variances, and presents information to City departments, management, City officials, and others.
- Provides technical assistance on City, Port, and WSAFCA budgetary and financial matters handled by the department.
- Represents the department and the City to outside agencies and organizations; participates in outside community and professional groups and committees; provides technical assistance.
- Researches, prepares, and presents technical and administrative reports; prepares written correspondence; provides presentations to the City Council and other City Boards and Commissions.
- Provides highly responsible and complex administrative support to the Finance & Technology Director.
- Assists City department managers by providing financial advice, support, and assistance.
- Forecasts revenues and expenditures for the City’s General Fund and other funds using trend analysis or other appropriate models; assists with forecasting economic trends and predicting impact on City finances.
- Provides labor negotiation costing support, including costing of proposals.
- Monitors legislation and assures City compliance with finance-related laws, regulations, statutes, and codes.
- Builds and maintains positive working relationships with coworkers, other City employees, and the public using principles of good customer service.
- Performs related duties and responsibilities as required.
