Essential Functions:  The essential functions of this classification may include, but are not limited to the functions below and are subject to changes in operational necessity.
  Plans, organizes, and coordinates the City’s budget research and development process; maintains budgetary control records; performs budget monitoring and performance analysis, tax revenue monitoring and compliance, treasury, investment and cash flow management;

  •   Assist with the development and implementation of City budget engagement and outreach plan;
      Assists with the City’s year-end financial reporting process, including the City’s annual financial audit and preparation of the CAFR;
      Reviews departmental expenditures for fiscal impact and compliance with budget and procurement ordinances; monitors expenditures for assigned programs and recommends adjustments as necessary;
      Manages, analyzes and updates City fees; assists with administration of development impact fees and utility user fees;
      Plans, coordinates, and oversees the work of assigned staff within the Finance Department;
      Participates in the development and implementation of departmental policies;
      Supervises and participates in the preparation of a variety of comprehensive and complex research studies, analysis, statistics, reports and financial statements; presents information to department heads, City Manager, City Council and committees;
      Serves as a department representative to the City Council, commissions, departments and business and community organizations; provides timely information related to the City’s financial position and performance; responds to public inquiries and provides information on the City’s financial policies and practices; attends City finance meetings;
      Supervises and evaluates assigned personnel; provides training and development programs; provides counsel and administers discipline; and
      Ensures compliance with safety regulations included in the Injury and Illness Prevention Program; performs required duties under the City's disaster response plan.

    Non-essential Functions:  
      
    Performs other related duties as assigned.

    QUALIFICATIONS:
    Minimum Qualifications Knowledge of:
      Principles, practices and procedures of governmental accounting and auditing;
      Municipal budget preparation and analysis;
      Internal financial control processes;
      Public finance management theories and practices;
      Municipal financial record keeping techniques;
      Report preparation and presentation;
      Financial/statistical methods; 
      Short and long-range planning;
      Federal, state and local laws, regulatory codes, and ordinances relevant to assigned area of responsibility; and
      Principles and practices of employee supervision and training.

    Ability to:
     
    Direct, evaluate, supervise, and train assigned personnel;
      Analyze financial reports and budgets;
      Prepare clear and concise written and/or narrative reports and comprehensive financial statements;
      Make oral presentations to the City Council and various community groups, as required;
      Establish and maintain effective and cooperative working relationships with the public, community groups, other City personnel and governmental jurisdictions; and
      Use appropriate office and computer equipment and applications.

    Experience and Education Guidelines: Any combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

    Education: Bachelor’s degree from an accredited college or university with major course work in accounting, business administration or a closely-related field. A Master’s degree is highly desired.

    Experience: Four years of recent, substantial, and progressively responsible financial experience in a governmental finance department or similar private sector financial agency, including a minimum of two years of supervisory experience. Municipal experience is highly desired.

    Licenses/certifications/other requirements: Must be willing to work such hours as are necessary to accomplish the job requirements; travel to attend meetings, seminars and conferences. Possession and continued maintenance of a valid class “C” California driver’s license only if operating a motor vehicle is necessary to perform the essential functions of the position.
