Renowned for its beauty and outstanding quality of life, the City of Auburn is 7.5 square miles and home to an enlightened, diverse, and civic-minded population of approximately 14,011 people. Located at the crossroads of Interstate 80 and Highway 49, Auburn is the County Seat of Placer County as well as the home of the California Welcome Center. The City is located in the western foothills of the Sierra Nevada Mountain Range at elevations between 1,000 and 1,500 feet above sea level. Auburn’s location provides the advantage of being above the valley fog and below the Sierra snow line.

Under general administrative direction, plans, directs, manages, and oversees the activities and operations of the Building Division of the Community & Economic Development Department, including building code administration and enforcement; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the Community & Economic Development Director.

Knowledge of and Ability to:
Operations, services, and activities of a comprehensive building code administration and enforcement program.
Principles and practices of program development and administration.
Principles and practices of municipal budget preparation and administration.
Principles of supervision, training, and performance evaluation.
Pertinent federal, state, and local laws, codes, and regulations including the State Building, Plumbing, Mechanical, Electrical, and Fire Codes and their administration.
Municipal codes and ordinances regulating the building of structures and land use/zoning.
Principles of civil engineering, structural design, engineering mathematics, soil engineering, and building construction methods and materials.
Proper inspection techniques and procedures to ensure compliance with applicable laws and regulations.
Principles and techniques used in the maintenance of municipal facilities and equipment including preventative maintenance and scheduled and unscheduled maintenance issues and procedures.
Manage and direct a comprehensive building code administration and enforcement program including plans examination and building inspection services and activities.
Develop and administer departmental goals, objectives, and procedures.
Analyze and assess programs, policies, and operational needs and make appropriate adjustments. Identify and respond to sensitive community and organizational issues, concerns, and needs.
Plan, organize, direct, and coordinate the work of department staff.
Select, supervise, train, and evaluate staff.
Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
Research, analyze, and evaluate new service delivery methods and techniques.
Prepare clear and concise administrative and financial reports.
Prepare and administer large and complex budgets.
Analyze, interpret, and check complex plans, specifications, and calculations relating to building and zoning.
Evaluate and analyze workplace operational needs. Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.

Education/Training:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in building technology, architecture, engineering, or related field.
Experience:
Six years of increasingly responsible municipal building inspection and code enforcement experience including three years of management and administrative responsibility.

Possession of, or ability to obtain, an appropriate, valid driver's license.
Possession of ICC certification as a Combination Building Inspector within one (1) year.
Possession of, or ability to obtain, ICC certification as a Plans Examiner and CABO certification as a Building Official is required within (1) year.
