The City of San Mateo's Community Development Department is seeking a Business Manager

What You’ll Do
The Business Manager plans, organizes, directs, and coordinates the activities of the Central Administrative Division, including finance and budget administration, inter-divisional projects and operations; coordinates department administrative and project activities with other departments; supports the Department’s enterprise software and technology (i.e. Energov, Workday) and provides highly complex staff assistance to the Director and Deputy Director. The Central Administrative Division is a newly created division within Community Development and the Business Manager will have the opportunity to shape the roles, responsibilities and operations undertaken by this division.

What You’ll Do
The Business Manager plans, organizes, directs, and coordinates the activities of the Central Administrative Division, including finance and budget administration, inter-divisional projects and operations; coordinates department administrative and project activities with other departments; supports the Department’s enterprise software and technology (i.e. Energov, Workday) and provides highly complex staff assistance to the Director and Deputy Director. The Central Administrative Division is a newly created division within Community Development and the Business Manager will have the opportunity to shape the roles, responsibilities and operations undertaken by this division.
Some of the duties of this position are as follows:
- Develop and implement the divisional goals, objectives, policies and procedures for the Central Administrative Division.
- Plan, organize and direct Central Administrative Division activities including finance and budget administration, inter-divisional projects and operations, and grant administration.
- Direct, oversee and participate in the development of the Central Administrative Division work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods and procedures.
- Develop, prepare, administer and update the department budget, various operational department related budgets and the department’s fee schedule; provide technical assistance to departmental managers and the Director in preparation of budget requests; compile and finalize budget document information such as budget narratives, key initiatives and key accomplishments.
- Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the department.
- Identify, recommend and develop department policy changes; review and analyze operating procedures to determine if opportunities exist to streamline processes or better serve our customers and make recommendations as necessary.
- Develop and maintain a standardized public records filing and retention system for the department; perform periodic review, evaluation, and modification of internal control procedures.
- Manage cross divisional programs, projects and initiatives; plan, organize, and administer critical, time sensitive projects and priority initiatives of the department; assist the Director in planning, organizing, directing, and coordinating the various divisions of the department.
- Administer the Department’s annual budget, which includes revenue forecasting; implementing financial internal controls within the department, monitoring and approving expenditures preparing fund balance projections for various funding sources; and preparing and submitting reimbursement requests.
- Coordinate, review and make recommendations to division managers and the Director regarding department personnel matters, including recruitment, hiring, discipline, investigations, and personnel actions.
- Support the department’s customer service and public outreach, including maintenance of the department’s webpage, mailed, and published legal notices, email and social media outreach and other forms of communication to promote the department’s services, programs and initiatives, and new development activity.
- Interpret Federal, State and City regulations; coordinate their application to City operations; monitor and analyze legislative and other intergovernmental activities including grant opportunities.
- Represent the division and department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
- Research and prepare technical and administrative reports; prepare written correspondence.
- Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Who You Are

- Knowledge of principles and practices of budget, fiscal and grant administration relevant to municipal government.
- Principles and practices of leadership, motivation, team building and conflict resolution.
- Knowledge of principles and practices of program management, including accepted procedures for monitoring expenditures, project status and contractor performance.
- Ability to effectively oversee and coordinate a variety of programs and projects.
- Ability to acquire a thorough knowledge of the Department’s programs, policies, and procedures, and of applicable City policies and procedures.
- Capable of establishing and maintain cooperative working relationships with those contacted in the course of work.
What You Bring
Any combination equivalent to experience and education that would provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
- Six years of progressively responsible experience in the management of administrative and fiscal programs in a local government agency, including at least two years of direct supervisory experience.
- Equivalent to possession of a Bachelor’s degree from an accredited college or university with major course work in Public Administration, Business Administration or a closely related field. A Master’s Degree is desirable.
- Possession of, or ability to obtain, a valid California driver's license.
Bonus Points (highly desirable):
- Master’s Degree
- Experience developing and administering annual budgets
- Experience with technology, including website administrative and supporting enterprise software
- Knowledge of the principles, practices, and operations of a community development department
- ADA Special Requirement: Essential duties require the following physical abilities and work environment: Ability to work in a standard office environment; ability to travel to different sites and locations.
