Under administrative direction of the Superior Court Presiding Judge, plans, organizes and directs the activities of the County Probation Department including setting policy and carrying out the activities involved in the public safety and rehabilitation of adult and juvenile offenders; provides highly responsible and complex administrative support to the Superior Court, the Board of Supervisors and County management staff regarding adult and juvenile probation matters; performs advanced adult and juvenile probation procedures; structures and administers the Probation budget and grants; works collaboratively with other county departments; provides highly responsible and complex information and assistance to the public, and does other appropriate work as required.

The ideal candidate for the position of Chief Probation Officer will be a proven and experienced leader who has a passion for the criminal justice system and is a forward-thinking individual. This individual's philosophy on juvenile and adult corrections embodies contemporary rehabilitation methodologies and current evidence-based practices that promote the Department's mission of improving public safety and the quality of life in San Benito County through offender compliance and accountability.

Duties may include, but are not limited to the following:
• Plans, organizes, administers, and reviews all functions and activities of the Probation Department including Juvenile Hall.
• Develops and directs the implementation of departmental goals, objectives, work standards and departmental policies and procedures.
• Selects, directs, supervises, and evaluates departmental staff by establishing departmental goals, policies and performance standards, counsels staff members regarding their work performance and career development consistent with the department's goals and expectations.
• Assesses current and future needs of the department in regard to policies, procedures and practices.
• Monitors County policy to ensure compliance with federal, state, and local legislation.
• Directs the preparation and administration of the department's budget.
• Directs staff in the planning, resource allocation, budgeting and record systems needed to meet the department's responsibilities.
• Works closely with the Board of Supervisors, County Administrative Officer, the Courts and other County Departments and a variety of public and private organizations in developing and implementing programs related to Probation and Juvenile Hall.
• Prepares and presents reports and requests for approval to the Board of Supervisors.
• Consults and cooperates with other department managers and outside criminal justice personnel on all aspects of probation services.
• Discuss problems, develops alternative strategies for dealing with those problems.
• Assist in implementation of solutions, as necessary.
• Serves as technical advisor to the Board of Supervisors on Probation and Juvenile Hall matters.
• Reviews and evaluates the effectiveness of programs and services and determines priorities.
• Confers with staff on specific cases.
• Interprets probation policies and ensures their consistent application.
• Conducts interviews, investigations and makes observations in preparation for writing pre-sentence and predisposition reports.
• Prepares or directs the preparation of a variety of periodic and special reports related to departmental activities and the maintenance of accurate records and files.
• Serves as the department advocate; deals with the most sensitive public complaints and issues.
• Favorably represent the department before state, federal, and local regulatory, advisory and governing bodies with respect to probation matters.
• Observes, monitors, and collects information on adult and juvenile probationer behavior and activities to determine if conditions of probation, reporting, payment of costs, and other responsibilities are being fulfilled.
• Directs and/or refers probationers to community resources such as treatment centers or other agencies based on observation of activities, behavior, and conditions of probation.
• Partners with civic groups, social agencies and interested persons on crime and delinquency prevention programs.
• Directs the department's resource development efforts in developing innovative probation and/or correctional programs, grant applications, projects and assists in securing potential funding; and
• Performs related duties as assigned.

Knowledge of:
• All aspects of probation administration including appropriate methods, procedures, and technical expertise.
• Principles, practices and techniques of adult and juvenile probation and juvenile detention.
• Principles, practices and procedures of adult and juvenile criminal and civil justice systems.
• Community resources such as treatment centers or other agencies are based on observation of activities, behavior, and conditions of probation.
• Pertinent local, state, and federal laws and regulations regarding probation work.
• Organizational, administrative, and management principles and practices, including goal setting, program and budget development and implementation.
• Principles and practices of budget administration and control.
• Principles and practices of applied psychology and behavior modification procedures; and
• Supervisory techniques, resource allocation, and planning.
Ability to:
• Learn the County's operations and organizational structure.
• Direct and coordinate all aspects of probation administration and juvenile detention.
• Plan, organize, coordinate, and direct the programs and functions of adult and juvenile probation.
• Manage and operate the varied functions of a juvenile detention facility.
• Select, evaluate, and motivate staff and provide for their training and professional development.
• Analyze complex probation, detention, operational and administrative problems, evaluate alternative solutions and recommend or adopt effective courses of action.
• Develop and implement goals, objectives, policies, procedures, and work standards.
• Prepare clear and concise reports, correspondence, and other written materials.
• Exercise sound independent judgment within general policy guidelines.
• Endure and manage reluctant personalities.
• Establish and maintain effective and cooperative working relationships with those contacted in the course of the work.

Experience:
Five years of adult and/or juvenile probation and corrections experience involving the management, evaluation, administration, and fiscal control of varied types of probation programs, including two years of supervisory experience.
Education:
Equivalent to graduation from a four-year college or university with major coursework in criminal justice, psychology, sociology, behavioral science, public administration, or a closely related field.
Special Requirements:
Possession of, or ability to obtain, an appropriate valid California Driver's License; Possession of Penal Code 832 certification; Must successfully complete a minimum of 40 hours instruction in the Administrator Course certified by the California State Board of Corrections within one year of appointment.
