WHAT WE ARE LOOKING FOR
The ideal candidate is a forward-thinking and practical change-maker; a leader who brings calm, clarity, and diplomacy to complex civic challenges. They possess:
- A leadership style grounded in integrity, high emotional intelligence, and collaboration, and a proven ability to unify diverse perspectives around a shared vision.
- Proven track record in economic development, housing policy (including RHNA mandates), and community
revitalization, with a track record of driving revenue growth and reinvestment. - Skill in developing fiscally sound budgets and resourceful solutions that turn constraints into opportunities.
- The ability to facilitate a comprehensive citywide visioning process, aligning goals with the City’s strategic priorities and community aspirations.
In addition to leading strategy and operations, the City Manager will be expected to:
- Strengthen internal organizational culture and develop future leaders through succession planning and mentorship.
- Champion transparency and accessibility, building trust through open communication with the public, staff, and Council.
- Secure funding and forge partnerships, pursuing grants and intergovernmental collaborations that accelerate progress and innovation.
- Stay aligned with broader systems, including regional, state, and federal, that shape the City's opportunities and responsibilities.
SALARY:
$260,000 – $290,000 annually
BENEFITS:
- Retirement Plans: CalPERS participation (2% at 60 for Classic, or 2% at 62 for PEPRA). In addition to CalPERS, there is a City-funded 401(a) contribution of 6.5% of base salary. Optional 457(b) plan.
- Comprehensive Benefits: Generous contribution towards medical insurance (up to $2,913 per month), as well as fully-paid dental, vision, life, and disability. Retiree health savings account available after 10 years of service.
- Leave Policies: 160 hours of vacation annually, in addition to 80 hours front-loaded. Sick time, holiday time, and holiday closure time available.
- Additional Compensation: Performance-based incentives of up to 10% annual bonus based upon Council evaluation. Auto allowance or personal use of a City vehicle available.
