The City of Oakland has a Mayor-Council form of government. The Mayor is elected at-large for a four-year term and the City Council is comprised of eight members; one is elected at large while the other seven represent specific districts. By appointment of the Mayor and confirmation by the Council, the City Administrative Officer (CAO) oversees the day-to-day operations of all departments to ensure the goals and policy directives of the Mayor and City Council are implemented.
Finance Department and Payroll Administration
Under the leadership of the Director of Finance, the Finance Department includes the bureaus of Administration, Budget, Controller, Revenue Management, and Treasury, all of which provide internal services for City operations that support direct services to the entire Oakland Community. The Finance Department’s primary obligations are to safeguard the City’s assets; provide comprehensive financial services for the City; provide timely and accurate financial reports; maintain the integrity of information in the City's financial systems and monitor internal controls; process payments; process payroll; collect, record and report City revenues; procure materials, supplies, and services for City departments; manage the City's investments; issue and restructure the City's and Successor Redevelopment Agency’s bond issues and debt; and preserve strong credit ratings and investor relations.
The Payroll Division and The Opportunity
Reporting directly to the Director of Finance, the Payroll Manager leads the Payroll Division with a team of approximately 13 full-time employees (FTEs), including two supervisors (one of whom is new). Staff in the division prepare, document, and disburse payroll checks, taxes, and payroll deductions; monitor and ensure compliance with regulations governing payroll activities; coordinate the development and maintenance of the payroll systems; and maintain accurate reporting of federal, state, and related payroll taxes and payments. Individual City departments are responsible for time entry and approval.
The Manager serves the division by providing direction and leadership. S/he is expected to set short- and long-term goals for strengthening interactions with operating departments and improving the overall process of administering payroll. On an ongoing basis, the Manager is responsible for evaluating and modifying those goals, policies, and programs.
To provide high quality services, the Manager will establish a new organizational structure and culture, integrating a new supervisory position, and clarifying all employees’ roles. The Finance Director values a culture of problem solving and seeks a manager capable of cultivating this value with the payroll team. The manager is expected to cultivate a positive work environment through collaboration with staff, administration, departments, and important stakeholders.

Education and Experience
The following qualifications are guidelines. The hiring manager has broad discretion in filling positions in this classification.
Education
A Bachelor’s degree from an accredited college or university in accounting, finance, public administration, business administration, or a closely related field.
Experience
Five years of progressively responsible management experience in payroll administration, including two years of supervisory experience within payroll operations.
Salary and Compensation
The City of Oakland offers a highly competitive compensation and benefits program. The salary range for the Payroll Manager position is $150,745 to $185,093, depending on experience.

- CalPERS retirement Classic (2.5% @ 55 with 8% pre-tax employee contribution) or for new CalPERS members, 2% @ 62 with a current 7.25% pre-tax employee contribution.
- Health coverage for employees and eligible dependents covered at Kaiser rate. Additional plans include Anthem, Blue Shield, United Health Care, and other HMO and PPO plans.
- Delta Dental full premium paid for employees and eligible dependents.
- VSP Vision Care full premium paid for employees and eligible dependents.
- Two weeks minimum vacation per year with ability to accrue additional days with years of service.
- Auto allowance of $350 per month.
- Fourteen paid holidays per year.
- Up to ten days per year of management leave.
- Up to twelve days per year accrued sick leave.
- Income Protection, Short-and Long-term Disability, AD&D, and optional life insurance equivalent to 100% of annual earning to maximum of $200,000.
