Essential functions of the job include, but are not limited to, the following:
Ensures Department services are provided with exceptional customer service and the highest level of ethical standards. 

Receives and responds to citizen complaints and/or requests for service.
 
Researches applicable codes and policies, analyzes, interprets, and communicates City policies, procedures, regulations and ordinances to the public.
 
Helps mediate and resolve neighborhood disputes.
 
Represents the Community Development Department in public forums, including but not limited to, Business and Homeowners’ Association meetings and events.
 
Uses good interpersonal skills to obtain public cooperation and compliance.  
 
Exercises good judgment and tact.
 
Conducts routine field inspections to determine violations of applicable City Codes, including but not limited to, public nuisance, building, housing, commercial, licensing, property maintenance and zoning codes.
 
Inspects vacant and improved properties for litter and/or substandard conditions, with particular attention given to alleys, parkways and adjacent areas.  
   
Performs various abatement activities, including but not limited to, graffiti removal, weed abatement, and trash and debris removal.  
 
Performs power washing, rough repair, miscellaneous maintenance work and clean-up activities using power equipment and/or hand and pneumatic tools.  
 
Sweeps and cleans streets, alleys, sidewalks, vacant lots, and individual properties.  
 
Works with and supervises Community Service workers/volunteers.
 
Issues appropriate violation notices and citations.   Compiles evidence of violations.  
 
Prepares reports and findings in response to investigations.
 
Keeps current on regulations related to code compliance, licensing and abatement issues.
 
Drives personal and City vehicles, including pick-up trucks, graffiti abatement vehicles or other vehicles in a safe manner.

Recommends appropriate action, including issuing warning notices, and administrative and infraction citations.  
 
Responsible for determining whether properties are safe and and/or habitable.  
 
Responsible for providing expert testimony on behalf of the City related to local, State and Federal regulations.
 
Responsible for preparing and presenting code compliance guidelines, standards, laws, and regulations to the public.
 
Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.
 
Performs other related duties as assigned or as the situation requires.

Minimum Requirements:

Knowledge, Skills & Abilities
Knowledge of:
Local, County, State and Federal codes, ordinances, laws and other applicable regulations related to property appearance and use, public safety, litter removal, licensing and abatement.
 
Skill in:
Assessing, prioritizing, and organizing multiple tasks, projects and demands to meet deadlines.
Dealing effectively with persons of various social, cultural, economic and educational backgrounds, using tact and discretion.
Effective communications, both on a one-on-one and in a group setting.
Making independent judgments and decisions based on standard policy and procedure.
Use of computer and/or tablet or mobile devices and applications such as spreadsheets, word processing, calendar, e-mail and various database software, including Microsoft Office.

Provide exceptional customer service to those using the Community Development Department services.

Experience
Four years of experience involving extensive public contact related to the explanation and enforcement of City codes, licenses, regulations and ordinances and other established environmental standards, including conducting of inspections and the resolution of community concerns.
Experience in performing code compliance inspections on residential units is highly desirable.

Education/Training
Graduation from high school or attainment of GED or CHSPE certificate.  
 
License(s)/Certification(s)
Valid Class C California driver's license.

Certification from International Code Conference (ICC) as a Building Inspector or Combination Inspector required.
 
Housing Quality Standards Certifications (HQS) and/or equivalent certification within one year of employment.
 
State of California P.O.S.T. 832 P.C. certificate (Powers of Arrest)  is desirable.
