Under general supervision of the City Manager, the Community Services Director develops, directs and coordinates the implementation of goals, objectives, policies, procedures and work standards for the Community Services Department; establishes appropriate service and staffing levels; prepares and administers the department’s budget. This key member of the Executive Management Team will assume full management responsibility for all Community Services Department services and activities, including park design and improvements, management of City recreation facilities and coordination of broad and diversified arts and recreation programs and activities. Plans, organizes, administers, reviews and evaluates the work of professional, technical and office support staff, directly or through subordinate levels of supervision. Provides for the selection, training, professional development and work evaluation of department staff; authorizes discipline as required; provides policy guidance and interpretation to staff. The Department operates facilities at local schools through a joint use agreement with the Santa Monica-Malibu Unified School District. Department staff provides administrative support to the Malibu Arts Commission, Harry Barovsky Memorial Youth Commission, and the Parks and Recreation Commission. The Department also coordinates several special events throughout the year.

QUALIFICATIONS
Knowledge of: Knowledge of administrative principles and practices, including goal setting, program development, implementation and evaluation, and supervision of staff; public agency budgetary, contract administration, and City-wide administrative practices; and general principles of risk management related to assigned functions; Principles, practices and procedures related to municipal recreation program development and management.
Ability to: Develop and implement goals, objectives, policies, procedures and work standards; Interpret, apply and explain complex laws, codes, regulations and ordinances; Conduct effective negotiations and effectively represent the City and the department in meetings; Prepare and administer large and complex budgets; allocating limited resources in a cost-effective manner. Use English effectively to communicate in person, over the telephone and in writing.
Education and Experience: Equivalent to graduation from an accredited four-year college or university with major course work in recreation management or administration, business, or public administration, or a related field and five (5) years of supervisory or administrative experience in the management, coordination and support of parks and recreation facilities, programs and activities in a municipal setting. Possession of a Master’s Degree in a field noted above is highly desirable and may be substituted for one year of the required experience.
