THE JOB
The Contracts Manager:
- Works independently and demonstrates a high degree of self-initiative
- Serves as the point-of-contact for all communications related to assigned contract inquiries, resolutions and disputes
- Has strong communication and interpersonal skills with well-developed collaborative abilities
- Addresses contractor legal, technical and compliance questions related to laws, regulations, county policies and business procedures
- Minimizes County’s exposure and risk
- Strategize and lead contract processes with our legal office (County Counsel) and other County decision makers
- Oversees an array of contracts for community-based partners across our County
- Demonstrates strong negotiation and organizational skills and attentiveness to detail
- Supervises contract analysts in the preparation and negotiation of service provider contracts, reviews contracts and modifications to contracts for completeness, compliance and accuracy
- Ensures final contract review, approval and execution are in accordance with County guidelines and make recommendations for modifications
- Oversees maintenance and service agreements and requests for information and proposals
- Reviews community partner’s performance compared to contract requirements
- Advises stakeholders with regard to continuous improvement needs and opportunities
- Works closely with cross-functional groups to resolve contract issues
- Contributes to budget preparation, analysis and oversight of fiscal management
- Proven experience to work with business representatives at all levels of seniority
Our Ideal Candidate
We are seeking an experienced, high caliber Contracts Manager who has extensive contracting experience and judgement to provide contract development and performance management, and contractor relationship support. This is a leadership position in our department that works closely with County Counsel, the County Administrative Office and the Deputy Director and Director of Behavioral Wellness.
Employment Standards:
- Ideally, 4 years of experience with contract drafting and management, and 2 years of management type experience
- Bachelor’s degree in finance, business administration, health, public administration or related field; law degree highly desirable
- Excellent analytical skills and ability to appropriately assess and address compliance issues
- Ability to manage multiple priorities, work efficiently under pressure and consistently meet tight deadlines
- Successful oversight of the work of others
- Demonstrated proficiency in operating a personal computer and all MS Office products
- Possession of a valid California Class C Driver’s License is required upon appointment
SALARY: $75,900 – $125,237 DOE/DOQ

Recruitment Process
