DEPUTY DIRECTOR/FISCAL SERVICES
SALARY: $8,599 to $11,073 per month, plus an excellent benefit package is provided. The salary range will increase by 2% on December 26, 2016, and by 2% on January 9, 2017.
THE POSITION
The Deputy Director/Fiscal Services reports directly to the Director of the Department of Administrative Services. Under administrative direction, this position directs, manages, supervises, and coordinates the activities and operations of the Fiscal Services Division, including accounts payable, accounts receivable, general ledger, grants, payroll, bank accounts, and audits. Additionally, this position manages and participates in the development and implementation of goals, objectives, policies and priorities; negotiates draft and edits/implements auditor’s findings and assumes management responsibility for all compliance reporting including State Controller’s reports, grant compliance reporting, payroll taxes, and sales tax; selects, trains, motivates and evaluates personnel; oversees and participates in the development and administration of the Division’s annual budget.
THE IDEAL CANDIDATE should possess the following expertise and attributes:
Over ten years of fiscal services management experience;
Experience preparing a Comprehensive Annual Fiscal Report (CAFR);
Experience overseeing agency audits;
Knowledge of a fully integrated ERP finance system;
CPA license is preferred, butnot required;
Demonstrates credibility, fairness, and trustworthiness in all interactions and decision-making.
MINIMUM QUALIFICATIONS
Knowledge of: Operational characteristics, services and activities of a fiscal services program; principles and practices of finance and accounting, program development and administration, and municipal budget preparation and administration; methods and techniques of time management; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; characteristics of large computerized financial systems; principles of supervision, training and performance evaluation; and pertinent federal, state and local laws, codes and regulations (e.g., Generally Accepted Accounting Principles (GAAP); American Institute of Certified Public Accountants (AICPA); and Statements on Auditing Standards (SAS)).
Ability to: Oversee and participate in the management of the fiscal services program; oversee, direct and coordinate the work of staff; formulate and implement long range strategic plans; prepare and administer large program budgets; prepare clear and concise administrative and financial reports; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; adapt to changing technologies and capitalize on functionality of new equipment and systems; analyze problems, pro-actively identify and clearly communicate alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals; research, analyze, evaluate, document, communicate, and implement new service delivery methods and techniques; interpret and apply federal, state and local policies, laws and regulations; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work (City staff, vendors, officials, etc.).
Education and Experience: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in finance, accounting, or a related field and five years of increasingly responsible fiscal services experience, including two years of administrative and supervisory responsibility.
