County Executive Office
A critical component of the County organization, the County Executive Office (CEO) is responsible for the recommendation and/or implementation of Board of Supervisor Policies, the preparation and administration of the County budget, the recruitment and retention of a high-caliber workforce and the negotiation and administration of contracts with several Labor Organizations.
The Office also has extensive interactions with local cities and other public jurisdictions within the County, representatives of the state and federal governments, as well as community-based organizations. In conducting business, the Office strives to provide high quality services in a fiscally prudent manner, while consistently fostering a culture of collaboration among agencies to better integrate and coordinate services, and actively promoting diversity, equity, and inclusion to reflect and engage the community.
The Human Resources Department
The Human Resources Department of the County Executive Office (CEO-HR) is comprised of 138 dedicated professionals who seek to fulfill the mission of recruiting, retaining, and developing a diverse, inclusive, and qualified workforce who are committed to providing the highest level of service. These staff are organized into six divisions which include the following: Labor Relations, General Human Resources, Health Care Agency Human Resources, Risk Management, Disability Management/Workers’ Compensation, and DEI (Diversity, Equity, and Inclusion). The County has a combination of centralized and decentralized human resources with certain agencies handling their own specialized recruitments and processes in consultation with CEO-HR.
The Position/Ideal Candidate
The current vacancy resides within General Human Resources. This area spans the full scope of human resources functions which include general human resources administration, recruitment, classification and compensation, performance management, employee benefits administration, human resources information systems, organizational learning and development, and Equal Employment Opportunity through 112 staff. Further, the area is responsible for the oversight of five groups of centralized HR staff who provide exclusive and specialized support to the Health Care Agency, Human Services Agency, IT Services, Probation Agency, and Ventura County Fire Department. The subject position is one of six executive positions in this area who report directly to the Director of Human Resources. This outstanding opportunity allows for the scope of the position (both functionally and operationally) to be tailored to the strengths of the candidate selected.
The ideal candidate for the position will be a seasoned HR manager who is a collaborative, innovative, team player, and service-oriented leader who has an extensive background in some or all the aforementioned functional areas. Further, there will be a strong commitment to continuous improvement and a passion for people as well as a willingness to “dive in the trenches” and work side-by-side with staff on a broad variety of projects. Deputy Executive Officer – Human Resources
Possession of an educational and employment background with considerable experience in public sector human resources or related field which has led to the acquisition of the required knowledge, skills, and abilities. The required knowledge, skills and abilities also can be obtained by completion of a bachelor’s degree in a related field and at least five (5) years of management-level experience in public sector human resources, including four (4) years of supervisory experience over professional-level staff. A graduate degree in a related field is desired.

INTERVIEW PROCESS
Following a structured evaluation of the resumes, the most qualified candidates will be invited to a panel interview. The top candidates, as determined by the panel, will then be invited to a second interview with the County Executive Office management team. The interviews may be consolidated into one process or expanded into multiple interviews contingent upon the size and quality of the candidate pool.
